7JAt.th~s point there were no q~estions by the Council and Mr. Fisher, City Attorney,
proceeded with questions. Fisher pointed out there are two propositions for the Coun-
cil to stu~ty: (1) whether to revoke the license, and (2) whether to approve or dis-
~pprove the action of the Police Chief.
Mr. Plouf, Police Chief, testified he chose to revoke the license on the grounds
of moral responsibility as stated in Ordinance 1733 ~Section 5) in amendment of Ord-
inance 1474, entitled AN ORDINANCE providing for the licensing of taxicab drivers in
the City of Bremerton and establishing procedure for the revocation or suspension of
such license.
Mr. ~¥algren contended the action of revocation by the Chief o£ Police was un-
constitutional. He contended the Ordinance gives the Police Chief the authority
to revoke the license on his Judgment of the moral character of the individual.
Walgren cited two incidences of similar occurrences in Tacoma and Kentucky where the
attorney felt it was unconstitutional to put such power in the hands of the Police
Chief.
