Commissioner Schoneman gave the following progress report: started receiving ease-
ments for the location of the trunk sewer line at NAD and Mr. Schoneman hopes to be un-
der construction in July; Street Dept constructed a bulkhead in the 2400 block on E.
Phinney Bay Drive where seven cars have left the roadway; commended the Fire and Pol-
ice Depts for their efforts in controlling the fire at the 4th St. Hotel.
Commissioner Schoneman reported on the newspaper article whereby County Commis-
sioner Lloyd directed Margaret McPherson to inform the City-County Planner that the
City of Bremerton would now be excluded from the Joint Planning Commission.
Mr. Schoneman stated this is ridiculous because the City of Bremerton is a part~
of Kitsap County and Commissioner Clark stated there was possibly a misunderstanding
due to the City of Bremerton only wanting to employ their own planner. The City of
Bre~nerton is one of the few first class cities without its own planner. He f~rther
explained that while drawing up the 1965 budget it was felt the 701 program study of
the Bremerton area would be completed by April 1st and it was decided to stop contri-
buting to the joint agency at that time but the City of Bremerton will contribute unm
til the 701 program is completed which will be at least another month.
Both Commissioner said they were impressed with the trip aboard the USS Constell-
ation from Bangor tb the Navy Yard.
Commissioner Clar~ commended the Fire Dept, Police Dept and the public works dept
for their capable handling of the fire at the 4th Street hotel.
Commissioner Clark reported that interest in annexation has been shown on the Man-
ette side and the Commissioners will be m~eting with the interested property owners in
hopes that this will develope into another annexation program.
Commissioner Clark repo ted a hearing would be held at 3:30 P.M. tomorrow~in~Oly-
mpia on Senate Bill 527 which would allow the cities 6% of the presently existing sales
tax and would eliminate the B & 0 Tax and he urged the public to write letters or be
present at the hearing to support this bill.
Commissioner Clark read an inter-offics memo to the Mayor from the Park Supt. in
which the Bremerton Parks and Recreation Commission recommended to the Council that
the Armed Forces Day Committee be allowed to stage a fireworks display on Lions Play-
field during Armed Forces Week.
Motion by Mr. Clark and Mr. Schoneman the City Council concur with the recommend-
ation, carried unanimously.
Mr. Lee R. Hall, Manager Kitsap County Fair asked the Council to write a letter
or contact the Mayor of Seattle and the City Commissioners to use their influence
with the Greater Seattle group in changing the dates of the rodeo in Seattle which
is scheduled the same date as the one in Kitsap County.
Motion by Mt. Clark and Mr. Schoneman the Council go on record as indicating their
desire to Greater Seattle to make every effort to change the date of the rodeo and to
write to any person involved to see that this can be accomplished, carried unanimously.
Mr. Lloyd H. Valentine, 2018 Jensen Avenue, presented the Council with a petit-
ion signed by nine others to petition the City Council to reconsider the placing of
the restrooms on Lebo Boulevard for the following reasons: detrimental to adjoining
property; according to architect's plan this area was a parking lot and there were no
buildings in this area; building would block view of the water by five feet above side-
walk height for property directly across Lebo Blvd.; type of construction of building
would not be allowed on other property; locatio~ of restrooms would not serve the play-
field area and would only serve Lebo Boulevard; inside of restrooms, three feet below
street level, can be seen by people walking on street; cost of sewer connection at
this location would be costly project that will be of temporary nature and do nothing
to the ultimate plan of the playfield.
The following property owners also attended the meeting: Lewis D. Morris, 2518
E. 16th Street; Ted Grieve, 351 Lebo and H.L. Haven, 343 Hill Court.
Commissioner Schoneman stated the location of the restrooms had been thoroughly
discussed with the Park Board and the location would serve a dual use; can be used by
persons in the park and by traffic from the street. Also this location is the best
because of sewer connections and the sewers wouldbe available to a nunnber of lots
on that side of Lebo. Commissioner Schoneman remarked that this location was of a tem-
porary nature and eventually the restrooms would be more centrally located.
Commissioner Clark advised the petitioners that any ~ction would be deferred un-
til the Mayor is back and stated that even though the Council has taken everything in
account it sometimes does not always meet the approval of everyone.
Mr. 0'H. Birkholz, 2130 E. S4th, objected to roaming dogs in his yard, and he
stated he has received many telephone calls in regard to a letter to the newspaper in
regard to a leash law in Bremerton. Mrs. Ann Scott, 2438 Marine Drive and Mrs. Alex
Dom~rausky, 2730 Ash St. Joined in urging a leash law.
Con~issioner Clark stated the remarks will be considered and it will be necess-
ary to hear from many people.
~eeting adjourned. ~~x~_
