Mr. Lile of Ltle Mayflower, Inc., explained his firm is requesting the rezor~ in order to bu:ld a warehouse on the site proposed. He requested, that any pertinent letters to the rezone w~ich he had no knowledge of be made known to him at this City Clerk read one letter from the Department of Housing and Urban Development Federal Housing Adm nistration regarding land planning, and a cormmunication from the Dep~ty City Attorney Lawrence Soriano citing a case from the State of Connectic~ in which a similar situation w~s tried. At this time, ~ir. Lile, President, Mayflower, Inc.~ made his presentation. He explained that his company is r~quired to relosate bz March 1, 1967~ and the property in the present industrial zone is prohibitive in cost and had inadequate water pressure facilities. Mr. Li]e proceeded to present maps to the Commissioners taking in the proposed use for the property, which provided greau strips and adequat~ screening from the residential area. I~r. Lile read four~. letters from three possible lending agencies in Bremerton that stated they could not gi~e a~:sistance f~ residential inancing .in the area because of the proximity to the freeway. Mr. Tom W s~ington, a resident of Sht~ewood Drive, approached the council and stated that, only one person up and down Shorewood Drive and Madrona Po~nt was in favor of ti~e rezone. He contended that if. this particular rezone is allowed, then there will be no preventing others of the same kind in the same area. The res~dent~ see the rezone as a spot zone. ~r. Wm. Rothenberg, also a resident of Sho~ewood Drive, stated that l~e, too opposed the rezone. He explained that ~he warehous, trucks would not have a ready access to the freeway, thus obliging them to travel through the residential area on streets net designed for' the strain. He went on to say that the rezone is not in co~formity w~ith the Comprehensive Plan ~nad the City Planner himself has spoken against this r~zone. He ~nqui~ed as to the change~% if any, that would be brought abo~t as ~ res~lt of this c~n~truction with reference to fire insurance rates. Mrs. Washington noted the l-~hrase in the previous planning commission r esolutior read which stated the rezone w~s in the "best interests of the City ~ Bremer~on." She l'elt t~is phrase should be considered in the present rezone request~ because the resident~of the area ~]id not want the rezone. l~[rs. Sexton of Sexton Realty stated that theproperty in the Westpark Indust~ria] area ~s a monopoly and the proposed location under consideration is not good property. >.'[r. Ken Crawford explained that he wa~ a representative of the real estate The board has an appointed contmittee which is going to make a recommendation to the City that a'dd[tional space be considered for in~]ustrial development in Br~'nerton, namely, the property now under consideration for rezone. I,~r. [~>n Ra~nussen al>preached the Council and stated that he is in favor of spot zoning, when done properly",jas it would alleviate the problems of congestion in heavy residential areas, for example. He pointed out that the power companies use this method for the[r sub stations all over the county. He felt that business sho~ld be encouraged because it, ~n turn, encourages employment. ~r. Crack. ford po nted out that one of the reasons Bremerton has not been able to acquire l~rge ~ndustry is because of inadequate warehousing space. At this time, Mr. Lile again offered remakrs in favor of the rezone. He explained the proposed buff'er he would provide, if allowed to build there, that wou] protect the residential area. ~{r. Schoneman offered some opinions at this point. He inquired as to what the Council would do if an a~0.olicstion of this same nature came Before them f~m the property just north of the presently proposed rezone. He felt that after the freeway is completed the ar~a of the proposed rezone would be a beautiful isolated residential aras. He f~rther felt that no business of any kind should be allowed ir this area. ~[r. Clark stated that construction of the type proposed wo~ld not decrease the property values of the area. This build"ng, would, in fact, provide a screen betwee: the freeway con: truction and residential development, tie further pointed out tha~ the comprehensive plan is not a "Bible", but rather a flexible guide to the commissioners. Also, he felt that the propos d warehouse would not bein the heart of a resi~ential area. )ir. Jarstad explained that in this area under cc~nsideration, the Council must look i,nto what is ~ct~ally going into the area. He~ stated that hoe would like to seeI the p~esent industrial park explan~d to the south, .~tber than conoidering the ~roposed site for industry. He felt ~hst zoning is a powerful instr~m~ent of the Cit1 overnment, and it must be used fairly and justly. He explained his reaction as ~ July $, --Con't. being that there is not an easy,'answer to this request, and that he tsnot in favor of the rezone, unle~s a larger area could be taken in to beeome an industrial park. The City Government has to give the people protection in its zoning procedures. Motion by Mr. Sc'~oneman and Mr. Jarstad the request for a re,.one cf the property for Lite Mayflower, Inc., be denied, carried. (Mr. Jarstad, Yes; Mr. Clark, No; Mr. Schoneman Ires). Mr. Clark explained that though the Council hasusually voted unanimous, he felt that the rezone might have been beneficial to the area. He wanted it to be lma that h $ opinion is an honest one and not influenced by other factors. He stated felt this because he felt there is some likelihood that an area similar to this could develop in the future, that wo~td be used for industrial purposes. He guessed that sometime in~ the future an entire strip could be rezoned alon~ the freeway. He stated that this rezone wo~ld be for the protection of the neighbors, that factor is a matter of opinion. At this time, the Commission~ s thanked both sides for their well organized presentations. ~r. Jarstad requested a recess at this time until 2:00 o~clock in the ~Ieeting recessed.
