which he had the opportunity to present a talk on the forthcoming Initiative 226.
The N.A.R.C.E. chose to support the Initiative;' and he felt it rewarding to see
the interest on the part of the retirees in the type of comm~mity the City is
trying to create.
Nr. Schoneman reported that he and City Engineer Nebus met with Mr, Kerslake
regarding the transfer of appropriated funds for the resurfacing of Callow Ave-

and llth Street was also discussed and some suggestions were given.
Mr. Scboneman reported that the third phase of storm sewer construction
is un,er way on 'the llth Street job. Mr. Scheneman suggested that when the power
poles are removed, the City consider acquiring them for use along llth Street.
Hr. Schoneman reported that an agreement between the Tracyton Water Dis-
trict and the City of Bremerton is under consideration by the Commissioners.
M~. Schoneman reported there is correspondence from the Consulting Engin--
eer, Gray and Osborne, on the Ostrich Bay-Oyster Bay Sewer project completion

pleted. The City A~torney will be studying the information more closely.
Mr. Jarstad suggested that the Council consider starting the Council.meetings

for publications.
During discussion, the Commissioners decided to consider and ~iscuss 'the
matter.
Mr. Jarstad reported speaking on Initiative 2~6 at the Firefighters Union of
Washington 28th annual conference in Walla Walla on Tuesday.
· The Commissioners expres~ed disappointment with the article that appeared
in the Bremerton Sun which stated that the County Commissioners hsve taken the
position that projected County roa~ improvements in an area lying close to the
City of Bremerton are to be withheld if the area is considering annexation to the
City. The area specifically spoken of is the Kitsap Bake area. ~r. Jarstad
stated that the City has never d~nied the use of some City servides to County
residents. He went on to say that there has never been a division, all are Kit-
sap County residents. There is a job to be done, and Mr. Jarstad expressed disap-
pointment with this type of public relations.
Mr. Clark felt the move was ill-advised and the area spoken of involves
specifically the North side of Kitsap Lake.
Nr. Schoneman stated he felt this statement would not h~ve come out by
the Cormmissioners had the Central District still had a commissioner the caliber
of Frank Youngs.
At this time the Council recognized the presence of Street Supt. Archie
Nottinger~s son, who is home on leave from the U.S. ~arine Corps. He has been
serving in Vier Nam for 15 months.
Ail three Commissiouers expressed pride in the young men like Vance Nottin-
