City Clerk read a RESOLUTION adopting the Bremerton Comprehensive Plan, providing for the annual review thereof, providing for the integration of the Capital improvement program and the pSysical development of the City there- with, and repealing Resolution No. 1279. Motion by Mr. Jarstad and Mr. Schoneman the Resolution be adopted as Resolution No. 1294, carried unanimously. During the discussion, all Commissioners agreed that the adoption of the Comprehensive Plan is a great forward step for the City towards better planning. Mrs. Ramona Hopkins, 916 Washington, approached the Council and stated her feeling that the Comprehensive Plan would allow Urban Renewal and Urban Renewal is necessarily going to be the result of the adoption of the Comprehen- sive Plan. She further inquired into the possibility of having a Comprehensive Plan without Federal Funds. Mr. Clark replied by statiMg that the Federal Governmen$ is, in fact, the people themselves, not an opposing power. City Clerk stated that Dr. Renus Bender requested that he tell the Council that he has obtained and studied a copy of the Comprehensive Plan and withdraws his objections to the Pla~. He has some apprehension about Urban Renewal, but no objections to the Comprehensive Plan. Mr. A1 Fretwell expressed appreciation to the Commission for "coming through" with such a plan for the City of Bremerton, and for being Far- sighted enough to select a planning commission. Mr. Jarstad offered thanks on behalf of the Commission to all the partment Heads for the~many hours spent putting together the information needed for the plan. Mr. Jarstad continued by stating that one of the goals of the a~ministration has been striving in the area of services to improve the city and make it a nicer place to live and raise families. Mr. Fruge approached the Council and stated his feelings concerning the Comprehensive Plan. He stated the Plan should have been brought to a vote of the people for adoption. He stated, also, that the City should have financed the plan without Federal Funds, (and being able to stand on its ~own two fe~t.") Mr. Clark pointed out that the issues are brought to a "vote of the peopl®t' at election time, when the administration is put into office. The Commission is now only "doing the job they were elected to do." Mr. Clark reported that as of March 31 the tax supported funds were in the black by $38,025.98 which is the first time in seven years March has been in the black. He further reported that 19.~4 per cent of the ex- pecSed receipts for the year 1~8~ have been received snd 22.55 per cent of the expenditures have been expended. These figures are merely indica- tions that the City is living w~thin its budget. Notion by Mr. Clark and Mr. Jarstad to pay all bills that are approved by a majority of the Commissioners, carried unanimously. Both Mr. Clark and Mr. Schoneman expressed disappointment with Vockrodt's comments at the Planning Commission meeting on Wednssday eve- ning to the effect that Bremerton is strictly a Navy Yard workers town and the only excuse for ~oning is residmntial and any time business zoning is permitted it is done as a courtesy. Mr. Clark expressed the importance of recognizing the Comm~uuity as a total community which includes business and residential areas. Nr. Schonemsn reporte~ that one phase of the Sewer Project ~u~der way on Ostrich Bay-Oyster Bay is rapidly coming to a close. W. J. Schade has-reported he will finish installing sewer linss in about another we®k. Mr. Jarstad reported that Mr. Sherman of the Sherman Company was in town during the day to look at the proposed sites for a municipal golf course. He will be writing soon to give the City his opinion on the sites. Mr. Jarstad reported this weekend is Bremerton Days at Stevens Pass and he will be crowning the queen of the occasion. Mr. Jarstad reported he will be speaking to a Central Kitsap High School Government Class on Municipal Government. Mr. Jarstad reported receiving a letter from Rear Admiral Foley dealing with the necessity of improvements of the Kitsap County Airport. April El, 1966 (cont'd) Motion by Mr. Jarstad and Mr. Schoneman the cotlucil concur in the appointment, carried ' Mr. Jarstad, yes; Mr. Clar~, no; Mr. Sch~neman, yes. (Mr. Clark explained he was entirely in favor of the appointment bus voted no on the grounds that the Mayor has the appointive power in this instance without the approval of the Council.) Mr. Jarstad was asked by Mr. Chuck Doyle, a resident of the area, to present a 10% petition for annexation of an area South of Sylvan Way, West of Perry Avenue, East of the present City limits, and North of Magnuson Way. Mr. Jarstad said this area has need of sewage disposal improvements and explained this is an area that canb e served by a gravity flow sewer system. Motion by Mr. Jarstad and Mr. Clark the ten per cent petition be accepted and referred to the City Engineer for checking and certification of the nec- essary ten per cent, and also not require the assumption of any bonded in- debtedness, carried unanimously. At th~s point, Mr. Pullman approached the Council and complained of the conditions on Vth Street whereby a car dealer continues to park unlicensed automobiles in front of the homes. There was some discussion involving Mr. Keasling and Mr. Fred Stokes. There seemed to also be evidence of loading and unloading procedures taking place near the residences. It was generally decided that the matter would have to be investigated before further action could be taken. Mr. "Pete"Ross approached the Council and expressed his views on the possibility of Bremerton acquiring industry other than the shipyard. Mi,. ,Ross felt the Commissioners should form an industrial development project of some kind. Mr. Clark pointed out that Mr. Ross was addressing his comments to the wrong group and the Council did not have the power to be agresstve in pro- moting business in the area.
