ing to the City of Bremerton be placed on a future ballot so that the people may

Mayor Jarstad stated that the Council will give this request its utmost con-
sideration but that he felt that the Council should meet with the people in the
area to discuss all factors carefully, first.

Highways regarding the traffic flow leaving the Colman Dock in Seattle. He ad-
vised that there is a current traffic study underway and as soon as they have the

Mr. William Hansen, a resident of the East side, who was present in the
audience asked the Council why he, as a City resident was denied the right to
sewer service when the City was proposing the furnish such service to the new
Holy Trinity Church which is outside the City limits. He stated that he had pre-
sented a petition representing approximately 90% of the valuation of an area in an
attempt to have a Local Improvement District formed. He said that Mr. Schoneman
had rejected his petition and that it was returned to him.
Mr. Schoneman explained that the sewer line ~ich runs along Pine Road, and
of which a portion is in the County, was installed at a time when the County was
re-surfacing the road and a saving of $40,000, was effected by doing it at that
time. He pointed out, however, that there were no connections to that line by
County residents and there could not be unless our Ordinance governing sewers is
amended to permit it, or the area annexes to the City.
Mr. Hansen stated that his petition was returned to him with the explanation
that the area described on the petition was too small to consider.
Mr. Schoneman denied this and stated that no area was too small to be consid-
ered for an L.I.D.
Mr. Hansen asked if the petitioners could install the sewers by private con-
tract if they conformed to specifications of the City. Both Mr. Schoneman and
Mr. Jarstad told him it could be done but Mayor Jarstad advised him that the
property o~ners involved would still be subject to the $4.50 per month construc-
tion and. maintenance charge.
Mayor Jarstad also rejected the implication by Mr. Hansen that the Council
was not fulfilling promises made to the people in annexed areas, relative to the
providing of City Services. He stated that, upon annexation, the means were made
available to work through the City Council to obtain them. He told ~[r. Hansen
that if he would present his petition to the City Council it would be given every
consideration.
Mr. Clark stated that he had no previous knowledge of this petition but had
confidence in the way Mr. Schoneman handles his department, however, he knew of
no criteria which required a 100% petition and that the City has in the~past and
will in the future act favorably on a petition carrying, preferable, 60%of the
valuation. He could only assure that there were certain complications in this
instance, which prevented the formation of an L.I.D. Mr. Clark went on to explain
that there are only two ways that the Catholic Church or anyone else outside the
City could connect to City Sewers; first by annexation and second by a method, now
being considered by the City Council which is presently being used by the City
of Yakima, whereby the property owners make a covenant, running with the land,
that they will agree to annexation when such a movement is initiated.
The discussion was brought to a close by Mayor Jarstad and the meeting was
