recent legislation are allowed to be open.

cost; creating a Construction Fund and providing for the issuance of warrants agains
the same, and for the payment of certain monies therein.
Notion by Mr. Clark and Mr. Schoneman EMERGENCY OI~DINANCE NO. 2762 be approved
on first reading, carried unanimously.
Mr. Clark stated that this is to keep up with the rather vast expansion of
L.I.D.'s and avoiding the necessity of a series of revenue bonds.

He th~reported to the Council that the Park Department has been moving the
City-County health facilities from the Harrison Olympic Center site to Nanette Com-
munity Building. This was accomplished within one day except for some clean-up.
The work was completed by the Park Department Personnel, except for the hiring of
ome truck. This has all been logged and has been turned into the County Auditor
for payment of services we performed. Mr. Pendergast has analyzed the situation of
the utilization of the Manette Community Playfield and Sheridan Park Building, the
necessary heat, lights, and water, cost of operation of building, the Janitorial
services that the Park Department will give to the Health Board and for the serv-
ices and costs to the City of Bremerton for taking care of these facilities, and
he came up with a figure of $450.00 per month. This covers janitorial services,
lights, heat and water for both buildings. Mr. Jarstad stated that it is very
reasonable under the circumstances and that Mr. Pendergast will present this figure
to the Health Board for their concurrence.
Mr. Clark stated that his figure should not be confused by anyone with what
the Health Board would have had to pay in rental, because this is expense that the
Health Board would have been paying over and above any rental figures.
Mr. Jarstad stated that we are strictly talking s bout the cost involved of
providing facilities and maintenance in these areas. Mr. Clark then commented that
if the Health Board would have rented facilities in the meantime, they would have
had these costs in addition to pay.
Mayor Jarstad reported that he had attended the Collective Bargaining Insti-
tute that was held in Tacoma last Thursday afternoon and Friday. They had some of
the top speakers in the labor field speak to the Institute on what the Collective
Bargaining Bill will mean to Municipal employees and other public employees in the
years ahead. It is an area that must be thoroughly understood by all parties. He
stated that some of the implications that were given by representatives of. labor
were very direct and to the point as they felt that all public service employees
should have the right to stike and until they have this right~ they are 2nd class
citizens. They also did not approve of classified Civil Service and would work
towards the elimination of this. They stated that all rights people do have should
be dealt with through labor unions by collective bargaining. He stated that they
want to gat everything they can away from management, municipalities and State
agencies that by law we can't hang on to.
Mayor Jarstad stated that the City had investigated the~possibility of grant-
