Mr. Jarsbad convened the hearing on the rezone from R-1 to'B-3 of a portion of property on the west Side'of State Highway No. 2lB at the Hanford Ave. inter- section. Mr. McConnell, City Planner, presented a map and explained the location of the property and stated that the property had been planned for R-2 zoning, but at the time it was annexed the whole area had been considered B-3 in the county. The Planning Commission approved the rezone moving toward making the entire area along the highway being zoned business. Mr. Robert Bryan, Attorney for the petitioners, approached the Council and stated that the business zoning along the Brownsville Highway has been established and it is expected that it will remain as a business area. N~ 0kerman approached the Council ahd spoke in opposition to the rezone. She stated there are residences'up to the highway~ and she felt that it should remain residential. Also, she felt that a traffic problem would be created with autos turning left onto Hartford Street from the Highway. At this ~9in~, Mr. Jarstad explained that it is hoped that the Highway will be widened further out, as it has already been widened part of the way, and the proper facilities will be obtained for the safety of pedestrians and to relieve congestion in the area. April 5, 1967--Conft. Mr. Clark explained that the conflict existing in this particular rezone is in the fact that while this area was in the County, it was zoned and planned for busl- ness development, which has already begun to develop over the years. Then, when it came into the City, our Comprehensive Plan had originally provided that the area be zoned residenti~l. This indicates that the City cannot ignore the already exis- ting business in the area an~eave some spots zoned residential, but must now plan for all the area to be zoned business along the highway, eventually. Mr. Jarstad clarified some of the opposition to the rezone by stating that. when an area is annexed to the City, some of the particular problems are inherited, and in this case, it is the problem of a partial business zone integrated ~ith a residential zone. The decision being made by the Commissioners is a statement of policy, in that, the area will continue being zoned business as it has already partially developed. After considerable discussion, a motion was made by Mr. Clark and Mr. Jarstad to instruct the City Attorney to draft the necessary Ordinance for the rezone and approve the rezone, carried unanimously. The City Clerk stated that since only one bid was received on a concrete breaker and tamper at the previous meeting, he and the Street Supt. viewed the piece of equipment and watched it demonstrated. Mr. Clark commented on the anti-poverty war in Kitsap County.
