Regular meeting of the City Council of the City' of Bremerton, Washington,
was held in the Council Chambers of the City Hall at 10:00 A.M., P.S.T., on
Wednesday, March 8, 196V, with Mayor Jarstad presiding. Also present were the
following: Commissioners Clark and Schoneman, City Clerk McGowan, D~puty City
Attorney Soriano, City Planner McConnell, City Engineer Mebus, Ass~t. Fire Chief
Hal Gardner, and members of the press and radio.
Meeting was called to order by the Mayor and the Invocation was given by
the Reverend Glenn Soule, Manette Community Church.
The minutes of the previous meeting were read and ~pproved as amended.
The City Clerk explained that as a result of no bids being received on
liability insurance at the previous meeting, a meeting was held with insurance
representatives and insurance coverage negotiated for $15,223 per year, under a
three year policy with premiums paid annually.
Motion by Mr. Clark and Mr. Schoneman that the contract proposal be approved
with the Security Insurance and Real Estate, Inc., Insurance Company, carried
unanimously.
Mr. Clark explained in discussion that in 1960 and 1961, the City was paying
$11,O00 a year for th_is coverage. The reason it dropped in past years is that
there was a time (one year) when there was only one $32 loss. However, the dollar
losses have been exceeding the premiums involved this last year. Insurance com-
panies have not been interested in bidding on a competitive basis for this cov-
erage, and have not been in a position to bid on anything less than the manual
rate. In addition~ the City will receive "Products Liability" coverage which
has never been included before.
The'City Clerk read a memo addressed to the Assistant Police Chief from Mr.
Patmon, Radio Technician, in which a request is made for additional antenna
coupling devices that will be needed for the Police Mobile Relay station when it
is moved to the new site at Ecst 30th and Olympus. These additional devices have
been made necessary by the need for compatibility with other equipment that will
share the site. A request is also submitted for a budget appropriation of $375
for the purchase of the items.
March 8, 1967--Con't.
Motion by M~. Clark and Mr. Jarstad ~he request be approved and the City

The City Clerk had two requisitions which exceeded the $000 limitations set
forth in the Charter. He explained that in both instances, there is only one
source of supply for the items needed. They are listed as follows:
1. Repairs for the comminutor at Sewage Treatment Plant No. 2 at a cost of
$2~400. The money is in the budget and must be done by the factory that produced
the original model.
2. Sparling Masterflo type 907 flanged ~ube meter with 249-B transmitter.
The meter is for a pump station to supply the airport, and it is a meter that is
compatible with the telemetering equipment already installed.

chase the items be granted, carried unanimously.
The City Clerk read'a letter from Gray and Osborne, Consulting Engineers, in
which they recommend acceptance of the project completion and estimate No. 6 and
semi-final of Settle Construction Company, Primary digester modifications, sewage

by the GSA, for a price of $15,500.
Motion by Mr. Jarstad and Mr. Schoneman the Resolution be passed and the
purchase made, carried unanimously.
Mr. Jarstad stated the area spoken of lies adjacent to the Hospital and is to
be maintained as a green belt for Park use. This Resolution was requested by the
GSA as a final requirement before purchase can be made. Also, there is a 50 per
cent reduction in cost granted by the Federal Government and another 25 per cent

be made by the City Attorney.
The City Clerk read a "Final Draft" of a policy statement drafted by the Cham-
ber of Commerce regarding Cross-Sound Bridging which outlined the following three
steps as a practical way to proceed with the bridging.
1. Construction of "feeder" bridges at Illahee or Fletcher's Bay and Rich
passage, connecting the Kitsap mainland with Bainbridge Island.
'March 8, 1987--Con't.
2. Consolidation of the Bremerton and Winslow automobile ferry routes at
Winslow, after construction of both "feeder" bridges.
0. The establishment of Passenger-Conu~uter ferry service between Bremerton
and Seattle until Cross-Sound b~td~ing is completed.
Before taking action on the Policy Statement, considerable discussion
followed being presented by the following:
MR. MERLIN FROHARDT stated that~the feeder bridge plan would not only eliminate
the Bremerton ferry run, but is considered a "compromise" plan and may post-
pone the construction of a cross sound bridge for another ten y~ars.
Commissioner Schoneman replied by saying that if the fe~der bridges were
considered a start to the Cross-Sound Bridging program, then isn't it necessary
to "start somewhere"? Mr. Frohardt agreed. ' ~
MR. ARNOLD WANG felt that ferry service should be maintained in Bremerton at all
costs.
MR. LESTER LEWI.S~ SR. was against the feeder bridge plan and said that in plans
such as the one being considered, the man with the lunch bucket is always
ignored, whereas his livelihood depends on the ferry service.
MR. HORACE BURKS stated that it is Just an issue of whether one wants to go to
Bainbridge Island to ca,ch a ferry or catch one right here in Bremerton.
MR. BRENER stated that the Bainbridge Island residents are linked with Seattle
Central, a very powerful organization. He went on to say that nothing %s
mentioned of a passenger commuter service between Seattle and Bremerton~
MR., JIM MILLER, President of the Chamber of Commerce, and Mr. Chuck Warner, Sec-
retary were in'attendance at the meeting representing the Chamber of Com-
merce.
MR. ISAAC SORIANO was also preseht and spoke in opposition to the Chamber's state-
merit of policy on the Cross-Sound bridging program.
At this time a motion was made by Mr. Clark and Mr. Jarstad to endorse the
Policy Statement of the Chamber of Commerce, and carried unanimously.
Mr. Jarstad explained in discussion that the Commissioners' decision has
been made clear in testimony they have been called on to make to the Legislature.
Because of the growth of the Manette area, an avenue of commerce could be estab-
lished between Bainbridge Island and BremertOn with an Illahee or Fletcher Bay
bridge.
Mr. $ohoneman stated that he felt that this is the first step in the Cross-
Sound Bridging and it is a necessary move. Also, there is no reason why passenge~
ferries will not always exist.
Mr. Clark stated that there is County unanimity on the Plan, which is a new
approach in Kitsap County.
Motion by Mr. Clark and Mr. Jarstad to pay all bills that are approved by a
majority of the Commissioners, carried unanimously.
Mr. Clark stated that the Cities' Money bill in the Legislature is now in
the hands of six people who will be making the decision of the budget for the
State.
Mr. Clark made the following financial report for the end of February:
CASH ON HAND - $101,890.98
Cash decrease for first three months of year - $50,518.

EXPENDITURES - $5%B~§5 or 1~.74 per cent of the estimated expenditures for the
year.

Planning Commission to fill out the unexpired term of Mr. Hart, who resigned~
