SUBJECT: Public Hearing and Resolution
No. _ continuing the moratorium
enacted November 30, 2005 and continued
by Resolution Nos. 2987 and 2991 on
development over 40 feet high in the
Highland / Pleasant Avenues district
SUMMARY: On November 30,2005, the Council approved a 60-day moratorium on development
over 40 feet in the Highland / Pleasant Avenues district between 6th and 11 th Streets until design
guidelines could be developed. On February 1, 2006, City Council adopted Resolution No. 2987
continuing the moratorium until April 13, 2006. On AprilS, 2006, City Council adopted Resolution
No. 2991 further continuing the moratorium until June 12,2006. Staff is requesting an additional
continuation of the moratorium, until December 6, 2006, to allow for City Council's consideration and
adoption of design standards and zoning regulations.

RECOMMENDED MOTION: Move to pass Resolution No. continuing the moratorium
enacted on November 30, 2005 and continued by Resolution Nos. 2987 and 2991 on permits for
development over 40 feet in the area designated 60 feet on BMC Figure 20.74(a) until December 6,
2006.
