Mayor Jarstad then commented on the announcement by President Johnson that he would not be a Candidate for re-election. He then asked if there was anyone in the audience who wished to address the Council. Residents of the Shorewood Drive and Madrona Point Drive and Beach Drive area then presented the Council with a petition of 246 signatures requesting the City of Bremerton to install a traffic light regulating traffic from Shorewood Drive onto Kitsap Way. It stated that the recent construction of divider strips on Kitsap Way has created an additional traffic problem rendering the intersection dangerous to all traffic on both streets. The recent increase in traffic on Shorewood Drive is due to the residential development of Jackson Park and will substantially increase in the immediate future when the apartment building has been constructed on Oyster Bay with its residents entering Shorewood Drive and attempt!ng to enter Kitsap Way. The petition also stated that the divider strips require all turning traffic to use more than one lane, thereby causing confusion as to right of way and obscuring vision of drivers and seriously increasing the likelihood of accidents. It how takes several seconds longer to make the turn from Shorewood Drive onto Kitsap Way, thereby requiring an additional clear traf~( pattern, ~ich seldom exists. Cars line up as many as eleven at a time waiting to enter Kitsap Way during the moring business hours. Four and five cars waiting is a common condition even at non.rush hours. The situation before the divider strips was unpleasant, but is now impossible. The residents of this area earnest- ly believe that unless the intersection is regulated immediately, serious acci- dents will result. Mayor J~rstad asked Chief of Police Plouf to expain the reasons that the City had not installed a light before. Chief of Police Plouf then referred this matter to Captain Ingram. Captain Ingram stated that before the divider was placed in the intersection, the drivers had been making the turns illegally, as they would go across the highway in a diagonal direction to make the turns. He drew diagrams on the black- board and explained why it had been decided to install the divider in place of th~ traffic light. Most residents ~o were present gave their ideas, all concurring that a light should be installed. After much discussion, Chief Plouf stated that every effort should be immed- iately made to get advice on the best solution to this traffic problem and then make a recommendation to the City Council as to what is necessary to make this a reasonably safe intersection. Mr. Schoneman stated that the Council was in full agreement with the Chief of Police and he suggested that a study be made sta~ng this afternoon. Meeting adjourned.
