The City Clerk read a letter from Branch. Branch. & Garrison advising that they have analysed the project ~nd make the following recontmendations for its in~nediate use: The extension of Park ~venue will require approximately a 2¼% grade from 4th to Burwell. This will require 600 cu. yds. of compacted earth fill. They also recommend that the resulting parking areas be filled to the contour indicated on the development plan, bringing the level of the parking to street level on all sides. Five thousand (5,000) cu. yds. of compacted fill will be required to complete this portion of the project. This is the most desirable approach based on economy as well as providing site drainage and finish appear- ance. The construction of a future structure will be obstructed less by a fill than retaining walls supporting the street. Commissioner Schoneman stated that he was informed of this two days ago and construction has been started. He also stated that a citizen has offered the City some gravel for this project free of charge. The City Clerk read a letter from Gene Ward & Associates requesting proper- ty loceted in Sylvan Park to be annexed to the City of Bremerton. Two were regarding L.I.D.'s for the installation of sanitary sewers, etc. on Jacobson Boulevard and Leto Boulevard giving the estimated project costs, land value, 20~% of Improvements value ~nd back taxes. The City Clerk read RESOLUTION N0.#tJ69 setting the date of April 18th at 7:30 P.M. for a public hearing on a proposed Local Improvement District on Leto Boulevard. Motion by Mr. Schoneman and Mr. Clark RESOLUTION N0.#1369 be adopted, carried unanimously. - The City Clerk read RESOLUTION NO. #1JTO setting the date of April 18, 1968 at 7:30 P.M. for a public hearing on a proposed Local Improvement District on Jacobsen Boulevard. ~otion by Nr. Clark and ~r. Schoneman RESOLUTION NO. #1370 be adopted, carried unanimously. The City Clerk then read the third letter from Howard ~i. Godat & Associates which itemized the remaining items to be completed and accepted before the com- pletion of L.I.D. #297 and L.I.D.#298 and the costs. ~r. Schoneman stated that a copy of this letter has been sent to the Bonding Company and this morning they employed a Contractor to complete the work. Today the Con~ractor is in Bremerton inspecting and this project will soon be under way Motion by Mr. Clark and Hr. Jarstad to pay all bills approved by a majority of the Commissioners, carried unanimously. Commissioner Clark stated that a report on the City's use of their share of the $22 million dollar legislative appropriation has been submitted to the Legis- lative Interim ~Iunicipal Committee. Mr. Clark stated that the State will deter- mine fro~t the Cities' reports whether or not the amounts appropriated we~.e used wisely and should be increased, or if they were used improperly. He then re- viewed the report. The following are the ways the City used their share: In the later part of 1967, the City received two quarterly appropriations in the slnount of $62,548.52, totalling $125,097.04 for both. These were used in part in 1967 and the remainder was carried forward to the 1968 budget year. $11,275, was appropriated from this to the Park & Recreation Department to provide for an e~cellerated Summer Program for Youth. $1,499.67 was appropriated to the ;~uni- ctpal Court to provide for additional salary and maintenance and operation costs which were demanded by State mandated changes in the Justice Court system. 16,500. was appropriated for the employment of five a~ditional Police Patrolmen. lO,C00, was appropriated to the Traffic Control Fund again for mand;:ted changes. These foregoing were accomplished with the 1967 budget year State appropriations Carried forward to the 1968 Budget Year was $85,822.37 as Cash on Hand to combin~ March 2?, 1968--con't with the 1968 State appropriation for the full year.amounting to $2,56,823.44; making a total of $342,645. of State funds. In the 1968 Budget Year, the salary increases were as 'follows: 4% to Clerical!! employees; 6%'to Supervisors and Blue Collar employees; and 10% to the Police and Fire employees, representing $106,896,10 made possible by State funds. Mr. Clark then listed all Departments which were appropriated funds during t~ 1968 Budget Year and explained their uses of the money. He also added that be- cause of these appropriations, the City was able to take care of many of its main priorities but it still was short $500,000. for needed operations. Commissioner Schoneman reported the following: l) An engineer from Lewis-Red~ord was in Bremerton yesterday concerning the third phase of the iJurwell Street Improvement Project application. He will now be studying the area and assessing the cost of acquiring the right of way and the routing of the roadway that will eventually continue east at llth & Pacific and by some method approach the'Manette Bridge, also the widening of that portion of Washint~ton Avenue between ~.ianette Bridge and 6th Street. He is on the Job and will have a recommendation to the Council as soon as possible. 2) Mr. Schoneman asked the Council if the Kitsap Lake area will now be able to place trailers on individual lots as they did in the county after the City accepted County Zoning at last week'~ Council Meeting. Mr. Clark stated that his understanding is that the City has only adopted the zoning that applied at that time to the property, but did not adopt all County regulations. Mr. Jarstad stated that it is in the best interest of the City and people that the comparable zoning would be acceptsd because of various restrictions that had been placed on property in that area; but the Residential-One zoning should be viewed in the same aspect for rules and regulations as any other.City Residen- tial-One zoning is viewed. Mr. Clark stated that a trailer on a lot at the time of annexation would not be disturbed, but if it wasn't there at that time, it could not be placed there, subsequent to annexation. Mrs. Daniel Eder, a resident of the Kitsap Lake area, explained that this had been discussed at the County Planning Commission meeting, and it was stated that the county does have an ordinance prohibiting trailers on individual lots, but it is not enforced. Mr. Schoneman then stated that since the county has an ordinance prohibiting such, the City will now enforce it. 3) Mr. Schoneman met with Assistant Chief of Poiice Henry and Traffic Cap- tain Ingram regarding the llth & Warren intersection. Conclusions were drawn on the scene as to what should.be done, and an estimated cost of correcting the problems there is being prepared by the Engineering Department and will soon be presented. This will include storage lanes and tu~nm0vemehts in all four directions. This will be accomplished as soon as possible. 4) Mr. Schoneman met with Engineers and the Public Works Department in the Shipyard and told them that upon completion of Park Avenue extension, there would be a pole left in the street. They have been requested to make an adjustment which they will do shortly. 5) The City has received an easement from Cook and Hannah for the repair of Shorewood Drive. This has been studies by the City Attorney and he stated that it is in proper form and may be accepted by the City providing the policy matters contained therein are approved by the Council. He then suggested that the City Clerk read the easement, but to defer action until the next Council meeting. The City Clerk then read the easement from Cook & Hannah for the repair of Shorewood Drive. Motion by Mr. Clark and Mr. Jarstad the easement be referred to the Commit- tee as a whole for study, carried unanimously. Mayor Jarstad stated that he received a memo from the Park and Recreation Department Superintendent ~hich stated that he was advised by the Bureau of Out- door Recreation that the City should designate a Civil Rights Officerin regard to the land recently acquired through BOR for park purposes. He recommended that the City Council designate a Civil Rights Officer for the City of Bremerton in compliance with Title 6, Civil Rights Act of 1964. Motion by Mr. Clark and Mr. Jarstad to appoint Mayor Jarstad to act as Civil Rights Officer, carried unanimously. Mayor Jarstad stated that this appointment is for the purpose of guarantying that every citizen will have access to this park. Mayor Jarstad then thanked KBRO Radio, the Bremerton Sun and the Navy for showing the Daffodil Court through their establishments. He reported that as has been reported by letter, the Puget Sound Governmental. Conference approved the application for a federal grant of the Kitsap Lake proposed sewer system and this has been placed on record. Mayor Jarstad then spoke of the accident he was involved in regarding hitting a young boy. He expressed appreciation that he was able to react quickly. March 27, 1968--con't Mr. Clark announced that he had previously attended the meeting of the Association of Washington Cities Tax Committee; and next week he will attend a meeting of the Legislative Interim Municipal Committee in Olympia.
