SUBJECT:
Plan Review - Bremerton Chest Clinic
Shoreline Management Substantial Development Permit #56-81 imposed
conditions that must be met prior to issuance of a building permit.
Some of these have not been fulfilled.
6 (a) Sedimentation control. The plan contains no mention of the
measures proposed to control silt and sedimentation. I need
to know how the contractor will control the siltation resulting
from runoff over the cut slopes and prevent damage to adjacent
private property and City streets and deposition of the silt
material into Port Washington Narrows.
7 (e) Storm Drain Facilities. Elevations given on the plan of storm
drain structures appear to be inconsistent with the intent to
drain to the existing catch basin in Campbell Way. I need data
to verify that the system will function properly
7 (f) Sanitary Sewer. If the elevation of the sanitary main in
Campbell Way is accurate there should be no problem in
achieving the required slope on the service line. Field
conditions could necessitate the installation of a pump
station.
The rockery along the northwesterly side of the project appears to be on
the adjacent property. If this is a fact an easement must be secured
from this property owner.

Sedimentation control. The plan contains no mention of the
measures proposed to control silt and sedimentation. I need
to know how the contractor will control the siltation resulting
from runoff over the cut slopes and prevent damage to adjacent
private property and City streets and deposition of the silt
material into Port Washington Narrows.
Storm Drain Facilities. Elevations given on the plan of storm
drain structures appear to be inconsistent with the intent to
drain to the existing catch basin in Campbell Way. I need data
to verify that the system will function properly
Sanitary Sevvey'. If the elevation of the sanitary main 1n
Campbell Way is accurate there should be no problem in
achieving the required slope on the service line. Field
conditions could necessitate the installation of a pump
station.
The rockery along the northwesterly side of the project appears to be on
the adjacent property. If this is a fact an easement must be secured
from thi s property ovmer.

SHIELDING DESIGN OF CHEST X-RAY UNIT AT DR. R. B. WESLEY'S CHEST CLINIC.
Oea r K i rn :
Enclosed are the calculations and plans for the Chest X-Ray Unit. As you can see
from the plans, the FLOOR will require a 1/32-inch (2 pound) Lead sheet because the
area belmv is occupied. A 1/24-inch Lead sheet may be substituted for economy be-
ca use it is Stock Lead.
The CEILING will not require any additional shielding.
The NORTH vJall will need 1/16-inch (4 pow1d) Lead because of the Chestboard, which
makes it a Prirnary Beam wall. The DOOR on the North Wall will require a Solid
Core door,to attenuate the secondary radiation.
The EAST Wall will require a sheet of 1/32-inch Lead to attenuate the secondary
radiation,
The SOUTH Wall will not require additional shielding.
The DARKROOM on the ~vall side will not be occupied during x-ray exposures, and vlill
not need shielding. The FILM stored in the Darkroom should be shielded with
1/16-inch (4 pound) Lead to prevent the film from fogging.
The CONTROL BOOTH along the West Wall will require 1/24-inch (2-1/2 pound) Lead.
The \~INDCM in the Control Booth must be at least 12 inches by 12 inches, and have a
1 ead equi va 1 ence of 1/16-i nch (4 pound), wh i ch is a Stock item. The req ui rements
of 18 inches of Shielded \~all Space between the Booth Edge and \.JindOlv, and the 7.5
square feet of Unobstructed Floor Space in the Booth are met. In order to meet the
requirement of 40-inches between the Open Edge of the Booth and the Exposure Sit/itch,
the Control Console must be moved as deep as possible into the Booth.
I am sending a copy of this report to Henry Kocol, of the Wash'ington State Radiation
Control Section-DSHS, for revie\v, If you have any questions concerning this
shielding design, please contact me.

Bremerton Chest Clinic
Bremerton, Washington
Dear Dr. \~esley:
In accordance with Washington State Rules and Regulations for Radiation
Protection, WAC 402-28-032, on December 1, 1981, Mr. Wi1iam E. Morgan has
submitted to this agency recommendations for the shielding of your new x-ray
facility. A review of the recommendations, in view of the data submitted,
indicates that the recommended shielding will be adequate to protect clinical
personnel and clientele from unnecessary x-ray radiation. Therefore, the
shielding is accepted as submitted.
Please note that full compliance with WAC 402-28-052 is expected, in that the
X-ray exposure switch must be mounted in such a manner that it is impossible
for an operator to make exposures from an unprotected area. Therefore, the
X-ray control panel must be installed as recommended by Mr. Morgan, and any
changes in the location of the X-ray control panel or the exposure switch, or
in the plans themselves, must be resubmitted for approval.
If you have any questions, please contact this office at 206-464-6840.

SCOPE
Cascade Testing Laboratory representatives visited the site on
August 26,1981. Extensive visual reconnaissance of the geology,
topography and vegetation of the site and surrounding areas was
made, Three (3) backhoe test pits were dug to ten (0) foot depths
across the building area.
Drawings showing topography and building plans were supplied by the
architect.
SITE DESCRIPTION
The property containing the proposed building site J,S located be-
tween Wheaton \'lay on the north and Port Washington NarrO\vs on the
south, ,ln Bremerton, \.'lashington. The property extend::. froln the
water to the road right-of-way.
Sl~
The southern half of the property consists of a densely vegetated
s lope a verag ing approxima t.ely thirty-three (33) degrees. Port ions
of the s lope are approxirna tely forty-five (45) degrees a nd for
distances of a few feet the slope may approach sixty (60) degrees.
Detailed observation of the slope was very difficult because of
dense vegetation, especially blackberries. The slope adjacent to
the park located approximately three hundred (300) to five hundred
(500) feet west of the proposed building site was sufficiently free
of vegetation to permit detailed observation of soil types.

Seepage was also noted on the slope below the proposed building
Overconsolidated silts, which corresponded to those observed
below the park, were observed at the base of the slope below the
building site.
The silty and gravelly sands which were excavated 1n the test pits
are assumed to form the upper ten (10) feet or more of the slope.
Alder trees less than fifty (50) years old near the toe of the slope
be 10"'; the building site were bent approximately ninety (90) degrees.
This indicates slow downslope movement has taken place 1n the last
f if t Y ( 50) yea r s .
Large trees in the middle and upper portions of
the slope did not appear to be bent.
Tidal high water comes up to the toe of the slope.
Some undercut-
ting was apparent, as much as one (1) foot in Some areas.
Building'Site
The proposed building site is located on level ground to the north
of the slope. Vegetation consists of brush and grasses in this
area. Soils appear to be very well drained.

GEOLOGY
No rock IS exposed on or near the site. Soils present appear to be
all of glacial origin. Overconsolidated glacial silts with sand and
sravel lenses comprise the lower portions of the slope.
Three (3) test pits were dug around the proposed building site (see
test pit logs and site plan). rl'he upper two (2) feet typically

medium dense to dense clean sands containing variable amounts of
gravel. All test pits were terminated in sandy material at depths
of approximately ten (0) feet. These sandy materials are probably
glacial outwash.
Exposures 1n the area suggest that the total thickness of the out-
wash sands does not exceed twenty (20) feet. The sands are probably
underlain by the overconsolidated glacial silts previously men-
tioned.
No fill was observed, but the upper six (6) inches of the soil near
the road appeared to have been disturbed.

During the wet season it 15 anticipated that the building site and
the soils immediately below the foundation will not become saturat-
ed. Perched water tables and greatly increased seepage on the slope
are anticipated c1uringthe wet season. Water J.S expected to move

movlng through the soil will probably exit through the face of the
slope, toward the south.
CONCLUSIONS AND RECOMr-mNDATIONS
The project as proposed appears to be compatible with the site. No
IlIa jor problems a re ant icipa ted, provided sound a nd pruden t cons truc-
tion techniques are utilized by the contractor.
Our observations and calculations suggest that major slope failures
within this property are unlikely. Continued undermining of the toe
of the slope on the beach and weakening of soils on the slope sur-
fa ce by seepage suggest tha t cont i nued g radua 1 movement 0 f sma 11
amounts (on the orcler of a few cubic yards) of soil and vegetation

movement of material be monitored over the years. If exceSS1ve
undermining or loss of slope material occurs, some type of remedial
laction may become necessary. Minimizing runoff from the building
,
and parking areas will help to alleviate the problem of gradual
slope erosion.
A I1lln1lllurn building set back of fifteen (15) feet from the edge of
the slope is recommended to maximize bearing capacity and minimize
slope stability risk.
