Washington State Energy Code Changes
Climate Zone 1
The Washinl-,>ton State Building Code Council approved energy code amendments that simplify the residential
code, and increase the efficiency of residential structures and non-residential BV AC equipment. The new
requirements go into effect July 1, 2002. Following is a short summary of the code changes and resources for
more detail on the energy code.
Non-Residential Energy Code Changes
Changes to the non-residential sections of the code focus on I-IV AC equipment. The Council adopted new
equipment efficiency requirements equivalent to the ASHRAE 90.1, 1999 standard. This increases efficiency
requirements for many types of large equipment. This is a significant change, with potential impact on
equipment in your inventory. Compare the efficiency ratings of your equipmem with the revised code.
Standards for economizers were also updated. This includes the elimination of an exception for data centers, as
well as detailed instruction on the use of water-side eco\!omizers and systl:ms with humidification.
Other changes include air intake and exhaust dampers, and pool heater efficiency.
Residential Energy Code Changes
Changes to the residential sections of the energy code include:
.:. An increase of insulation and glazing requirements for the building envelope for homes previously built to
the "other fuels" path.
.:. Adoption of prescriptive paths with unlimited glazing.
Most of the code changes for Climate Zone 1 can be summarized in new prescriptive table 6-1 (on the back of
this announcement.) It is likely that most single family and duplex builders will adopt one of the prescriptive
methods, Component performance and systems analysis approaches will stiil be available, and will be used to
show compliance for more complex projects. Note that these approaches stiildistinguish between fuel types.
The new unlimited glazing method provides increased design flexibility. Previously, homes with more than
average glazing areas were required to perform component performance trade-~ffs,or a full systems analysis to
document code compliance. With an easily applied unlimited glazing method, this will no longer be the case. It
also simplifies compliance of additions to existing homes.
What will happen to WATTSUN
The Washington State I ~nergy Program (WSU) will be discontinuing the publication of W A rrSUN as ofJ une 1,
2002. WSU developed a free worksheet that allows for component performance tradeoffs. The worksheet is
available in I.:xcel spreadsheet format and located on the WSU code support website (see below).

O. Nominal R-values are for wood frame assemblies only or assemblies built in accordance with Section
601.1.
1. Minimum requirements for each option listed. For example, if a proposed design has a glazing ratio to the
conditioned floor area of 13%, it shall comply with all of the requirements of the 15% glazing option (or.
higher). Proposed designs which cannot meet the specific requirements of a listed option above may
calculate compliance by Chapters 4 or 5 of this Code.
2. Requirement applies to all ceilings except single rafter or joist vaulted ceilings. 'Adv' denotes Advanced
Framed Ceiling.
3. Requirement applicable only to single rafter or joist vaulted ceilings.
4. Below grade walls shall be insulated either on the exterior to a minimum level of R-10, or on the interior to
the same level as walls above grade. Exterior insulation installed on below grade walls shall be a water
resistant material, manufactured for its intended use, and installed according to the manufacturer's
specifications. See Section 602.2.
5. Floors over crawl spaces or exposed to ambient air conditions.
6. Required slab perimeter insulation shall be a water resistant material, manufactured for its intended use,
and installed according to manufacturer's specifications. See Section 602.4.
7. lnt. denotes standard framing 16 inches on center with headers insulated with a minimum of R-5
insulation.
8. This wall insulation requirement denotesR~19 wall cavity insulation plus R~5 foam sheathing.
9. Doors, including all fire doors, shall be assigned default U-factors from Table 10-6C.
10. Where a maximum glazing area is listed, the total glazing area (combined vertical plus overhead) as a
percent of gross conditioned floor area shall be less than or equal to that value. Overhead glazing with U-
factor of U=OAO or less is not included.inglazing area limitations.
11. Overhead glazing sha\lhave U-factors determined in accordance with NFRC 100 or as specified in
Section 502.1.5.
12. Log and solid timber walls with a minimum average thickness of 3.5" are exempt from this insulation
requirement.

2. Traffic Control shall be per Washington State M.D.T.C.D. and City ofBremerton Standards.
Notifv CENCOM (616-5800), Kitsap Transit, Paratransit, Bremerton School District
(during school year), Mail and Package Delivery Services, and Waste Disposal Companies of
work schedule prior to start of work, if blocking driving lanes. When blocking sidewalks,
Sidewalk Closed signs shall be used at each end of the work area during construction and at
the nearest intersections. Guide signs shall be used to inform the public of dates of changing
construction activity and facility access conditions.
3. This Permit and a copv of the Approved Plans shall be kept on the work site durin2:
construction.
4. The Contractor's emergency contact person and phone number shall be on file with the City
and with CenCom. If efforts fail to contact the Contractor within a reasonable period of
time, based on the nature of the emergency, all work performed by the City shall be at the
Contractor's expense.
5. The Permittee and any of the Permittee's contractors are required to name the City of
Bremerton as additional insured for the work in the right-of-way on their insurance policies.
6. The Contractor shall notify the adjacent property owners and the City ofBremerton
Engineering Department three (3) workinl! davs prior to start of 'York and the start of
Pavinl!.
7. Erosion Control and Dust Control shall be used. The street shall be cleaned each evening
and at other times when causing a hazard.. Catch basins and ditches shall be protected from
dirt and debris per City of Bremerton Standards. No dirt or debris shall be left on an open
sidewalk. No dirt shall be left on grass or landscaping for such a length of time that it will
result in damaged or dead plants.
8. Any landscaping, pavement, sidewalk, sign, mail box, retaining wall, or other structure in the
RIW disturbed or damaged during construction shall be restored to its original or better
condition per City of Bremerton Standards.
9. Any Stop Sign in the work zone shall be protected from damage and if temporarily removed
shall be reinstalled immediately after the temporary traffic control has ended. Any other
street signs and traffic channelization removed or damaged shall be reinstalled in the same
locations at the Contractor's expense.
10. When installing underground utilities, the Contractor shall maintain a parallel distance of 5
feet away from other City owned underground utilities. Buried conduit and cable shall have
a minimum of 2 feet of cover over the top of pipe. In paved areas that 2 feet minimum is
measured from the bottom of pavement to the top of pipe.
11. All new street lighting plans shall be reviewed and material submittals approved by the City
prior to construction.
12. If there is a question about, or damage to a City owned utility call 360-478-5920 for
assistance during 7:30am to 4:00pm. After 4:00pm call 911 and request that the "Standby"
Utility Worker be contacted.
