the Preliminary Budget. Under discussion: Commissioner Schoneman stated that he
could not accept the 6% increase offered to those employees' salaries who are other

The Recessed Statutory Budget Hearing of the City. Council of the City of
Bremerton was reconvened in the Council Chambers of the CityHall on December l,
1969, at 2:00 o'cloCk P.M., P.S.T., with Mayor Jarstad presiding. Also attending
were the following: Commissioner Clark, Commissioner Schoneman, City Clerk Yeadon,
City Auditor Vaa, Water Superintendent Htunble,'Office Engineer Thornburgh, Build-
ing Inspector Irish, Plumbing Inspector Briggs, and Bremerton City Employees'
President Leonard Clark.
The meeting was called to order by Eayor Jarstad.
Cormmissioner Clark stated that the purpose of this meeting is to fulfill the
requirements of law which gives an opportunity For any member of the public to ex-
press opinions or objections.
Bremerton City ~uployees' Association President, Leonard Clark, stated that
the feeling of the Bremerton City Employees is that they have. been discriminated
against because of the differential in wage'increases between the uniformed and
non-unifolEed personnel. He statsdthat it looks as though the Council has taken
from one group to give to another. He stated further that the cost of living has
risen the s~me for eve~r~one and therefore the increases should be the same for all.
lie added that if the 10)~ increase for Uniformed Personnel has been offered in or-
der to bring them up to the standard ~s set forth by their wage survey of other
Jao~u. ngton cities, then the City Employees feel that they are entitled to be
brought up to the standard as set forth in the survey they compiled. He stressed
too the importance of the Public Works employees and added that many have gone to
school and spent their o~ time and money in an effort to increase their knowledge
of their jobs and to benefit the city.
Commissioner Clark stated that in no way was the Council trying to discrimin-
ate against any departments in the city, but that the surveys compiled by the Uni-
formed Personnel and the City Employees showed that a larger difference existed
between the Uniformed Personnel in Bremerton and other Washington cities than that
of the Non-Uniformed Personnel. He then encouraged the City ~nployees (or any
interested citizen) to study the surveys which would confirm this. He stated also
that because of the approval of the City Employees' health plan (which would
ount to ~)10.O0 per person), the increase is nearly 8% for those now being offered
6~.
Commissioner Schonem~n asked City Auditor Vaa for a dollar figure of how
much it would cost the citY if it were to allow an additional ~ increase to all
tho~e now bein~ offered 6~. City Auditor Vaa stated that based on an average wage
of ~ii600.O0 to ~650.00 per month, an additional 2% would cost the city approximate-
ly ~i,17,000.O0 per year.
Commissioner Schoneman inquired about the possibility of using funds from the
Cumulative Reserve for General Municipal Purposes for the purpose of increasing
the salaries as stated. Commissioner Clark informed him that this fund cannot be
used for any purpose other than for'which it is scheduled and wt~ch comes under
the categories of Capital.Equipment, Acquisition of Land, and Planning. Commis-
sioner Clark stated that $12,000.00 from this fund has been appropriated for
Capital Equipment which represents a large decrease. The basis of Commissioner
Schoneman's intention for an increase was that over ~120,O00 was in the mill for
1970 for Capital Outlay and that this amount could have been reduced and used for
~.~unicipal Purposes and could therefore go for salaries and wages.
Euch discussion followed.
Commissioner Schoneman stated that this is the third time in recent years
that the City has given 10% salary ~ncrea~es to the Uniformed Personnel while the
Non-Uniformed Personnel are given 4% to 6% increases, and the gap is getting wider
each year. He too expressed the importance of the Public Works departments and
urged the City Commissioners to reconsider giving them ~he additional 2% they re-
quested even if it meant decreasing the proposed amount of the Uniformed Personnel
to
Commissioner Clark stated that, while it would be legal for the city to take
funds from the Cumulative Reserve for General Municipal Purposes Fund to use for
salaries, it would be a violation against the budget process. Mayor Jarstad
stated that ~120,000.00 of this fund has been programed already for matching funds
for various programs in the city.
After much discussion, Leonard Clark stated that it was his feeling that if
sufficient salary increases weren't given this year, the City ~nployees would most
likely join a Union in order that a mediator could be employed for the purpose of
arbitration. He stated that most employees would be satisfied with an even lesser
raise providing the Uniformed Persornuel received the same. The main contention is
that of differential in increases. This matter was discussed more extensively.
December 1, 1969--Cont'd.
There being no further business, Commissioner Clark moved to recess the
hearing until 8:30 A.M., December 2, 1969; seconded by Mayo.~arstad; and car-
ried unanimously.
