intermediate phases involved are accomplished in an orderly manner to preclude
slippage in meeting the scheduled completion date." The letter further set forth
the order in which the project is to be conducted.
Commissioner Schoneman stated that Kramer, Chin & Mayo have been engaged
to perform the necessary studies and to arrive at the construction date as indi-
cated in the letter. The letter read at last week's meeting indicated that the
City was not able to meet with the time element, in preparing plans and specifica-
tions for bid call in 1970. He expressed thanks to Mr. Behlke, Director, for his
consideration.
'l~ne City Clerk read a letter from Northern Life Insurance Company, signed by

a date wasn't set for their public hearings as the Council was unsure of the time
element necessary for this type of smendment which was requested in the Resolution.
He stated that since that time he has learned that the proper time to be ~ lowed
is not to be less than two (2) weeks. Motion by Mr. Clark and Mr. Schoneman to
set the date of public hearing for December 3, 1969 at 10:00 o~clock A.M., carried
unanimously.
The City Clerk read a PETITION signed by 17 residents of Burwell Street from
Anoka to Chester Streets which requested that a two-hour parking limit be placed
on Burwell Street from 9:00 A.M. to 6:00 P.M. instead of the present 4-hour
limit. The petition stated further that their main source of trouble isparking
by the swing-shift workers in the shipyard--from 3:00 P.M. to midnight. This
completely cuts the residents off from any delivery service, parking by guests,
or with their own cars. It read further that they realize that at some future
date there may again be no parking, but do not feel they should be penalized now
with no parking area only to provide parking for yard workers.

cause: Mrs. C. L. Zeek, 1Al1 B~rwell Street; Mr. J. B. Whalen, 1414 Burwell Street

November 20, 1969--Cont'd.
Commissioner S choneman reported on the following:
1) Ail curbing has been placed on Kitsap Way for the laning which completes the
formation of a Sth lane. He stated that the traffic accidents at this location
will probably be noticeably reduced because of the proper turn movements, etc.
2) Ail buildings have been removed from the Phase V Area and we are presently
waiting £or the Contractor to begin removing dirt for the cut-through.
3) Water Distribution Department worked Saturday on the installation of a 24"
main between Reservoirs 3 and 4. The entire installation has now been completed.
4) The Dogging crews are continuing at the Golf Course site and they have now
cleared the Clubhouse site, 19 fairways, roadway and parking lot. He stated that
it looks as if the date scheduled for opening of the golf course (Labor Day, 1970)
has been properly set. Ne stated that since the Forestry Department has acquired
a logging truck under the provisions of the 1969 budget, 194 loads of logs have
been hauled by city crews from the site; and based on what the city would have
paid a Contractor for this work, it appears that the savings has been $5,000.
This amo~mt does not include the monies received from the sale of the logs.
Commissioner Schoneman then requested council consideration of a program to
acquire the 2,000 acres in the watershed drainage area not now under city owner-
ship. The city owns 7,800 acres of the drainage basin, but would like to acquire
the remainder. He stated that ~he City Forester has made a study which shows
that the City could get as much.as $350,000. for timber if the city contracted
with a company to do the logging for a specific price and took the proceeds from
the sale of the timber to acquire the drainage property.
~) Read a report from Kramer, Chin & Mayo, Consultants, who had been engaged
to do a study on the city's'water rights on the Hamma Hamma and Jefferson Creek.
He emphasized that there is now no need for water from.anywhere but present water
sources, nor is there expected to be for the next 20 years. But the verdict
from the consultants that the Hamma Hamma is a feasible source of city water is
valuable information because the establishment here of a new large industry or
other large water user, would change the water need picture and require new
sources before 1990. Commissioner SChoneman stated that the establishment of
the new source would be expensive as the pipe would cross the canal at a point
where the water is 600 feet deep.
6) Commissioner Schoneman thanked City Auditor Vaa for acting as City Clerk du~-
ing I~ir. McC~wan's absence and still maintained his own duties as City Auditor.
He commended him for this. He also expressed his confidence in newly elected
City Clerk Yeadon's abilities.

l) Commented on meeting of the City Attorneys held in Wenatchee.
2) Commented on Legislative Interim ~unicipal Committee Meeting held in
Wenatchee also, at which time Dr. Campbell of the Bureau of Governmental Research
& Services outlined, in detail, much legislation that will take care of the en-
tire legislative session. He stated further that several pieces of proposed leg-
islation will be sponsored by the Legislative Interim Municipal Committee.
Commissioner Clark moved to pay all bills by an approved majority of the
Commissioners, seconded by Commissioner Schoneman and carried unanimously.
