TITLE 20 OF THE BREMERTON MUNICIPAL CODE (#AB06-098l: Nicole Ward, City Planner with the Community Development Department, summarized that the action before the Council is to conduct a public hearing and adopt Ordinance No. 4971, amending several sections of the Zoning Code, Title 20 of the Bremerton Municipal Code. She explained that a new zoning code was adopted in December 2005, but because of some minor issues, therefore this ordinance was drafted to resolve them. 80% of the amendments in the ordinance do not change the intent of the code. Their purpose is to clarify, refine, and make the code more understandable. Examples of these changes include: Clarifying the application window for comprehensive plan amendments; Simplifying drive through lane requirements; Adding necessary definitions; Refining how we round fractions; and Revising our density calculation This ordinance also adds 3 new provisions which will: . Allow for a broader variety of signs in downtown . Allow non-conforming structures to expand up to 20%, so long as they do not become any more non-conforming, and . Allow schools in the R-10 zone an additional 10' of height through the use of a CUP and increased setbacks It was explained that these amendments have been reviewed by the Planning Commission and received a unanimous recommendation for approval; and that other staff amendments that were without Planning Commissions recommendation were removed and are not a part of this ordinance. Helen Miller asked if all the sections requested to be removed by the Council were indeed removed. Chris Huao, Community Development Director, confirmed that they were. Mr. Wofford stated that he was in favor of these proposed amendments, but expressed his concern with the section that would exempt single family residents from shielding their trash containers in their City Council Reg. Mtg. Minutes Wednesday, May 3,2006 Page 3 of 4 front yards, which he thought was detrimental to the beatification of Bremerton, and therefore would like to see this issue addressed in the future. Mr. Brockus had concerns with the number of dwelling units per acre, specifically, where a large multi- family unit has been before, then the zoning was changed to R-10. He questioned whether this change could be used to put in more multi-family apartment buildings where they shouldn't have been allowed in the first place. Mr. Huao responded that could not be done because there were probably already more units than is allowed; and multi-family homes are not allowed in R-10 zones. 6:09:42 M/S/C (Priest/Maupin) Move to pass Ordinance No. 4971 to amend several sections of the Zoning Code Title 20 of the Bremerton Municipal Code. Voted in favor of Motion: Priest, Robinson, Arends, Maupin, Wofford, McConnell Voted opposed to Motion: Brockus Motion carried: 6-Yes; 1-No 7 A - PROFESSIONAL SERVICES AGREEMENT WITH PARAMETRIX. INC. FOR PORT WASHINGTON NARROWS BEACH SEWER. BOARDWALK. AND EVERGREEN PARK EXPANSION PROEJCT (#AB06-073): Phil Williams, presented a Power Point presentation to explain that the existing sewer main located in the beach below Washington Street is prone to failure and requires replacement. Several options for replacing the pipe have been identified. The preferred alternative would construct a new sewer main in conjunction with an extension of the existing boardwalk to Evergreen Park. This Contract provides for public involvement, pre-design, permitting, and design of the new sewer main, extension of the existing boardwalk, and re-development of the former Chevron Property into an expansion of Evergreen Park. The requested action before City Council is approval of a contract with PARAMETRIX, INC. for Professional Services, an increase in the Wastewater budget of $346,750 and authorization of a new budget Fund (Boardwalk Project) for 2006 with budget expenditure approval of $603,250. Don Larson would like to see the City pursue an underwater park as part of this project. Mr. Maupin asked if any retail outlets were planned along the boardwalk. Mr. Huao stated that considerable discussions have taken place on this issue, but currently, the Comp Plan does not support retail in that area. Ms. Priest was excited to see this project move forward; and asked when it is expected to start. Mr. Williams responded that he would only be guessing at this point because of the coordination required with multiple entities such as the Navy and National Parks. 6:28:25 M/S/C/U (Priest/Brockus) Move to approve the Professional Services Agreement with PARAMETRIX, INC. for the Port Washington Narrows Sewer and Public Access Project, and to authorize the Mayor to finalize and execute the necessary documents in substantially the same form for this agreement; move to amend the 2006 budget COUNCIL MEMBER REPORTS Mr. Wofford announced that the City of Bremerton is hosting the 8151 U.S. Amateur Public Links Golf Tournament at Gold Mountain July 10 to 15, and stated that there were many volunteer opportunities available; as well as at Builder's Bargains.
