Mrs. Forst was in the audience. Planning director Plescher !was called a workshop in to comment re petition filed with Planning Commission, and suggested there ought to be to set down procedures, which was also recommended by Attorney Walgren; that whenever there is a change from one zoning classification to another, it should be with the procedure fully t!outlined in the ordinance. ~ City Clerk mentioned that the real problem is that the ordinance which reclassified this property to R-2 did not have any restrictions, and although it appeared to be the intent of the Planning Commission to restrict the improvement to a nursing home, that the rest of the Planning Commission resolution did not stipulate this. Attorney Walgren said the rezone ordi- nance could easily be amended to restrict the rezone to the nursing home as set forth by the City Council in the motion on June 10. The intent of this appeal is to arrange for'hol~ding up any building permits until this is settled. Mayor Jarstad assured the people who were present that it wasn't the Council's attitude to bypass regular hearings on rezones, and that there should be an ~pportunity for people in the area to express their thoughts when there has been a change of attitude on the part of the developer. Motion by Commissioner Clark and Mayor Jarstad that City Clerk~request Attorney to prepare amendatory ordinance clarifying ths intent of the original motion June 10 to restrict the rezone to a nursing home, carried unanimously'.
