HomeMy WebLinkAbout12/01/70 STATUTORY MEETING - CITY COUNCIL - DECEMBER 1~ 1970
The Statutory meeting of the City Council of the City of Bremerton, Washington, was held in the
Council Chambers, City Hall, on December 1, 1970, at 9:00 A.M., P~S.T., with Mayor Jarstad pre-
siding. The purpose of the meeting was to hold hearings on the proposed budget for 1971. Pre-
sent were Commissioner Clark, Commissioner Schoneman, City Clerk Yeadon, and City Auditor Fitz-
water.
No citizen was present to discuss the budget being prepared for 1971.
Commissioner Clark reported that the Co~m~issloners were still in the Drooess of balancing the
budget and, as of this moment, the budget stands at a net deficit of $22,883.00. This figure is
composed of a Water Fund deficit of $244,457.00, and a tax-supported surplus of $221,574.00;
leaving the net deficit of $22,883.00. This does not take into account any salary increases or
a number of proposed personnel benefits and additional personnel.

STATUTORY MEETING RECONVENED - DECEMBER 2~ 1970
Mayor Jarstad reconvened the Statutory meeting at 10:00 A.M. Present were Commissioner Clark,
Co~m~issioner Schoneman, City Clerk Yeadon, members of Press and Radio, and Mr. Eddie Adams.
Commissioner Clark reviewed the figures Presented at the previous meeting, and commented that the
process of balancing the budget is being carried on under difficult circumstances because the
new system (as required by State law) has completely revised our account chart, making it diffi-
cult to compare with previous years. However, the next budget year will develop the pattern
under the new system and make it easier to make these comparisons. Since yesterday, there has
developed an added net loss of about $4,000 and, at this moment, we are in the total deficit
position of $26,883.00, compared to the $22,883.00 of yesterday.
Commissioner Schoneman commented that although the budget was not as far along as bad hoped but
evidently would come out on time. So far, more or less satisfied with capital outlay and the
amount of monies available for Maintenance and Operation. We still have a big step to take re-
garding any increase in wages, which will be the third item on the agenda..
Co~mnissioner Clark added that we have yet to find the necessary money for wage adjustments that
will be necessary.
Co,m~issioner Clark pointed out that the purpose of these hearings was to give any member of the
public an opportunity to ask questions relating to the Budget.
Motion by Commissioners Clark and Schoneman that budget hearings be recessed until 10:00 A.M.,
Friday, December 4, 1970, carried unanimously.
Meeting recessed.
