Motion by Mayor Jarstad that this request be approved and a letter sent to the Kiwanis thanking
them; and that our landscape designer be instructed to design the project so as to avoid any visual
obstruction; seconded by Commissioner Clark. Under discussion, the members of the Commission
expressed their appreciation that Service organizations are willing to undertake projects such as

FINANCING WATER--SEWERAGE CONSTRUCTION PROGRAMS
Clerk read letter dated November 24, 1970, from Willard B. Vadma~of Blyth & Co., Inc., regarding
water and sewerage construction programs that have been established as well as additional necessary
projects, stating that a review indicates the necessity of raising additional gross revenue of
approximately $175,000 annually through a 100% increase in the sewer service. The letter points
out that the resulting charge would still be lower than many comparable communities, and reco~nended!'
that the rate increase be made applicable at the nearest possible date; that the actual revenue
experience with the new rates would be advantageous for the overall financing of the City's improve-I
ment programs.
Commissioner Clark commented that this is something we have known was coming for some ~ime. We have'
been holding our rates down as low as possible, and when we instituted our sewer charge about five
years ago, the Council put it in at $1.50--perhaps, originally, we ought to have put it in at $2.25.~
We now have $900,000 out in registered:warrants, as an interim financing program, which ought to be
reviewed. We are talking probably something close to a 75¢ increase in each water and sewer instead
of putting the increase entirely on sewer, because it is a combined system.
No action taken at this time.

Company, carried unanimously.

appropriation of $44,904.19, to the Parking Revenue Bond Fund for payment of interest to become due
on May 1, 1971, on the Parking Revenue Bends 1970 of the City of Bremerton, Washington, and the

an emergency.
