November 19~ 1970 (Cont'd.)
Commissioner Clark
As a member of the Liason Committee of the Association of Washington Cities, attended a meeting with
Governor Evans on Tuesday, November 17, for two hours, discussing needs of the Cities and the con-
tinuation of the Urban Arterial Fund.
Attended in Seattle, this morning, a meeting of the Annexation Review Committee of the Assoc. of
Washington Cities, which Association will recon~end to the coming session of the Legislature a new
procedure for annexations; that is, recommendation of annexation by City Council subject to refer-
endum by the people.
Also attended today, in Spokane, a meeting of the Interim Municipal Committee, of which Senator
Walgren is Chairman, studying some matters which will eventually come before the Legislature, includ
a state-wide building code.
Budget preparation is continuing--slowly.
Re the bus contract. Treasurer Shepard is working with Price Waterhouse on details and will have a
report shortly. Council should moon be able to start working out the ongoing contract; hope it will
be in force by the first of the year.
Re parking garage. Rapidly approaching construction. The bonds have been sold; money was picked
up by City Clerk and Treasurer, and we are in process of investing surplus funds on a short-term
basis so we will be in a position to proceed. (*) Mayor Jarstad and Commissioner Schoneman attendedl]
a meeting regarding it yesterday.
~e the. overall Economic Development Plan to the County now being reviewed, it would open possibilitiJ~
for suostantial improvement in the Bremerton area with reference to our unemployment situation, and
one of the priority items is the Bremerton Civic Center.
Commissioner Schoneman
(*) Re meeting of November 18, 1970, with consultant's; reviewed plans thoroughly with Fire Dept. and
Police Dept. They requested a couple of changes, including covering stairway that leads to roof,
which would be at additional cost; also suggested was some beautification--which we could take care
of ourselves.
Re sewers. Expect to have completed plans and specifications ready for L.I.D. #309 (the Brentwood
area) within next two weeks, and in about three weeks will have our bid calls. On the Washington
Narrows sewer construction, plans have to await the period of~low tide and expect~to call for bids
in March '71.
Pine Road storm sewer reached its terminal point on Pine Road; we are now swinging Over into the
easement line. This is quite expensive; will eat into our half-cent gas tax money and we might havel
to eliminate some work we proposed for next year.
Casad Dam storing water rapidly; takes about three months to fill up. The Fisheries Dept. advised
evidently no problem re retention.
Building permits coming through: Sylvan Way Baptist Church $275,000; Merit Mart $80,000 for new
addition.
Have talked with the State Highway people today, and our recormnendation of five-laning between Sylva~
and Riddel Road on Wheaton Way presents some problems. Width of roadway is not adequate and would
mean acquisition of additional property. With all the stores, etc. expected in the area, would hate
to see this built as a four-laner with its potential for accidents.
Mayor Jarstad
We have had good local coverage regarding shortcomings of our Park system. The high cost of acquiri~
surplus lands has handicapped us, but now 17.6 acres of the former Eastpark Housing project may be
available to us for $1.00 under the new law, as advised in a letter from the Real Property Division
of the Property Management and Disposal Service in the Northwest areas. This would represent a savi~
of $100,000 to the City.
Mr. Kenneth VanVoorhis has accepted higher paying position in Santa Clara, California, and will be
leaving the Bremerton Parks Dept.
Mr. Eddie Adams reported that the Christmas ship will sail again this year; on December 16, 17, 18
and 19, to allow for postponements in case Of fog as on a previous occasion. It will be accompanied
by a standby ship.
Meeting adjourned.
