stated that what was wanted now was only an indication that we were receptive to the system; that
formal action could be taken at the Board meeting, and suggested each Commissioner authorize that a
letter to this effect be written by City Clerk'to 'Dr~ Benham. and interim.phone call made. (Tacit
consent; no formal action.)
PAYMENT OF BILLS APPROVED BY A MAJORITY OF THE COUNCIL
Motion to approve by Commissioner Clark, seconded by Commissioner Scho~eman, passed unanimously.
REPORT OF COMMISSIONERS (Including Price Waterhouae report:on bus situation)
Commissioner Clark advised he had been contacted by Wm. P. Harper & Sons (our financial consultants)
as he was about to come to this meeting, and they requested a meettng~with the Com~nissioners on
Friday the llth or Monday the 14th regarding the new parking facility; that Jacobson & Associates
had tentatively completed their feasibility study and might have some suggestions re altering the
size of the facility. (Mr. Vadman would represent Harper at the meeting.)
Commented that he had attended Ellensburg Fair and Rodeo on Labor Day weekend and that, although
greatly impressed by it, our Kitsap County Fair was pretty hard to beat. Mentioned he had camped
on the Yakima River and ran it on a rubber raft. Also called attention to his diminishing beard (by
design rather than accident or faili~I)
IntrodUced Mr. Taylor of Price Waterhouse to comment on their final report regarding the bus system.
(Copies of report had been distributed to Commissioners, Press and Radio.)
Mr. Taylor stated that the controlling factor in selecting system of operation would be that of
qualifying for State financial assistance. This required "ownership", and the "ownership" qualifi-
cation would be met by owning just the buses themselves--even though contracting for operation by
a private operator. Recommended: contracting with Bremerton-Charleston as operator, as they have
September 9~ 1970 (Cont'd.)
had experience in operating; experienced in City; have coaches and inventory of parts (added impor-
tance as coaches are quite old); also, this arrangement would afford continuity of operation after
election. Also reco~aended maintaining present route structure generally but make efforts to
secure new ridership and adjust to changing conditions, working with one or two routes at a time
to determine trends; take counts, then make adjustment to different routes for reasonably short
period of time. Added that reducing fares was a very speculative move; reco~ended zone ~fare of 5¢
for riders outside City limits as they would not be paying proposed monthly tax of 60¢.
FEDERAL PROGRAMMING
At this point (10:55 A. M.) Mayor Jarstad advised he had to catch a ferry to attend a governmental
conference at 12:00 in Seattle; that he had a letter from County Commission requesting an appoint-
ment to a new board dealing with Federal programming and, as Commissioner wClark is. representing
City on the Kitsap County Action Board, was appointing Commissioner Clark to that Board.
PRICE WATERHOUSE REPORT (Cont'd~)
Mr. Taylor called attention to the limited life expectancy of the present buses because of their
age, and suggested Mini buses might be practical replacements because of their flexibility and
1OW cost.
Stated that they (Price Waterhouse) have detailed out key elements in contractual arrangements with
private operator: that he should be reimbursed for actual cost of operation and, second, he should
be motivated by incentives applied to increased revenue rather than cost reduction--as the latter
might tend to result in reduced service and/or maintenance.
Added that PW have set forth format for computing the relationship with private operator and had
worked out examples with illustrative numbers, shown in exhibits in their reports.
COMMISSIONER SCHONEMAN
Reported that U.A.B. project on Washington Avenue from 6th to 9th is almost ready for bid call--
which had already been authorized--and that specs will be forthcoming next week to proceed with
east side of Washington, and believes that properties required on the west side would be obtained
by the time the contractor gets that far with the work.
High Avenue improvement proceeding on schedule. Sheridan Road and Pine Road sewer installation will
be started this week; believed another portion would be constructed by others and that line would
be connected to Clare's Marsh. Kitsap Lake and Madrona Point sewers are progressing well and lift
stations are being constructed.
Referred to a particularly disturbing item. He had been contacted by Mr. Birkland of the BREMERTON
SUN regarding report they had received from Water Pollution Administration Control stating that the
City required additional treatment of its'sewage. Commissioner Schon,m~n pointed out that the City
should have received the report at least the Same time as the newspaper.
Motion by Co~nissioners Clark and Schoneman that the City Clerk direct a letter to proper agencies
calling their attention to the fact that this report was released more tha~ a week hence to the
Press and Radio~ but that the City has not received the report and cannot furnish the Press or
Radio with any information concerning questions they might have. Commissioner Schoneman added that
he would like Senator Jackson, Representative Hicks and Senator Magnuson to be aware of this lack
of communication between that agency and the City of Bremerton, Motion carried unanimously.
Raised question regarding acquisition of 17-acre tract at Eastpark. Clerk~advised that Park and
Recreation director Mr. Pendergast had been in touch with the Government regarding the acquisition.
Reported he toured the golf course on Monday; grass was nice and green and the course looked playab]
CITY ATTORNEY REPORT

Co~ntttee and will make recommendations regarding Price Waterhouse report on highways.
