.was given by Reverend J. C. Pultz of the Church of the Nazarine.
City Clerk stated this was time and place for opening bids for sewer Jobs for
.Madrona Point and Kitsap Lake and that he had received two bids from Delg.uzzte Inc.
~of Port Angeles at 8:30 A.M. this morning by special delivery postmarked March
.1970. City Clerk stated that upon inquiry he had discovered that a representative
of the City Engineer's Office had informed the bidders their bids would be accepted
if they were postmarked March 31st. The bid call had stipulated the bids should be
in the City Clerk's Office not later than 5:00 P.M., March 31st. The City Clerk
then asked the City Attorney whether or not the bids should be included. Mr. F,J.
Schade, a bidder, protested the bids being included. The City Attorney gave his
opinion that the bids should be included inasmuch as the other bids had not been
.opened yet and it was to the best interests of the City to get a competitive bid;
and, also, that the representative of the City Engineer's office was acting in the
capacity of an agent for the city in giving out what was erroneous information.

the opening, carried unanimously.
