Commissioner Clark then suggested that the Council waive the formality of re- quiring ~r. Sewell to report on said form and instruct the City Clerk to write a letter to the Insurance Company requesting that the Claim be considered on its mer- its alone, as the Council was aware of the Claim long before the maximum time for Claims had expired.
