P, egarding the proposed "dog-leash" law, stated that it is extremely inq~ortant the peop]e understand precisely what is being voted on; that in spite of the arguments in favor of it, it wonld be a "nightmare." Believes the people deserve to know what the result would be rather than let it silently pass: Contains inconsistencies Very difficult to enforce Includes provisions extremely questionable logally Places undue burden on the Police Dept. and puts it in the position of being "Dog Executioner." Estimated cost to the City would be in the neighborhood of at least $S0,000 a year, and the method of raising the funds would have to be determined. (May 26, 1971 - cont.) (General Reports - cont.) Commissioner Scboneman: - The third successful fish-rearing venture has been cor~leted; State authorities state the fish reared in that particular spot(gorst pumping station) were the best in the State for size and good physical health. City is doing its share to separate sewers on arterials. Need to separate from Rodgers to Bay View, where the freeway will tie constructed. If State aid can be ob- tained, will overcome some problems existing since plants constructed. Engineer Parker bas plan prepared as to how City should proceed. l?aiting "in line" for paving machine and, as soon as it is released, will put over- lay on storm sewer at Sylvan, Pine and Sheridan. Retaining walls on Wash. Ave. have been constructed; presently working on the center wall. Two west lanes will be opened for traffic in both directions while two east lanes are being prepared. Will then proceed with Pacific Avenue project. Re the TOPICS program. After effort over two years, City is getting some Federal and State money. Read letter from State Highway Comission advising that the Federal IIighway Administration bas reviewed and found satisfactory tile prospectus for the Kitsap Iqay h~rprovements(lighting); City should submit four copies of a proposed b~unicipal Agreement and four copies of a proposed agreement between the City and the Utilities Company for their review; also, that the project may go straight to the construction stage to minimize time required to get trader way. Project is 100% funded; second city to qualify under TOPICS(Wash.). Can allow Port Orchard at least one-million gallons of water a day--City would probably waste that much by overflow. Expressed fear that the joint effort of County and City on the "K"/Werner Inter- change might be critically affected by the "vetoing" of UAB funding. Expressed regret that George Morris was leaving as of June 1; and appreciation for his years of service. City Attorney Walgren:- Expressed his pleasure at being back in Bremerton, and co~nented briefly on the recent session of the Legislature and his participation in matters re: Technical agreements regarding acquisitions, by citios, of areas outside tboir limits (which he sponsored) Tile "Crime" package Changes in Municipal codes concerning downtown business districts and off- street revenues. Tile problems of arterial funding. Agreed with Commissioner Clark on the proposed "leash" law. Hayor .larstad: - Circulated report on Fire Dept. operations for tile month of April. Called atten- tion to tile fact that this was a dangerous time of year for fires--with vacant lots hav- ing uncut grass that was dried out. Again expressed the hope that the people were informed regarding the consequences of the proposed "leash" law if adopted, and hoped they did not think there was no ordi- nance ~n effect--M~ich, lie said, would be adequate if people did their part in signing complaints and testifying. Hentioned the great amount of work done by the KitsapCounty Ilt~mne Society, and said both it and the Police Dept. were opposed to the proposed ordi- nance, lie also said "innocent" pets might be put in jeopardy by the law, and that dogs serve a useful purpose in defending homes and people by giving warnings. Again stated that, if passed, the (initiative) ordinance could not be amended by Council if people Found it impossible to live with. tlr. t!ddie Admns:- Said he would be glad to aid financially in publicizing the effect of the proposed ordhmnce; that it was not fair to dog owners, and the smallest dog will sometimes bark(which ts a protection against burglars), but it would be put in the same class as a large "marauder."
