GENERAL REPORTS Commissioner Clark:- Counted on proceedings at Oly~ia last week, where he spent some time as a member of the Exec. Committee of the Board of Directors of the Association of Washington Cities. Particularly disturbing was the introduction of Senate Bill #194 (Senators Guess and Atwood), which proposed to delay for two years, the measure passed at the previous legislative session which would allow cities, effective July 1 of this year, to appropriate a percentage of the Motor Vehicle Excise Tax for the operation of a bus system. The City of Bremerton had figured it could appropriate $86,400.00 of that tax to the operation of its bus system each year-- which was an important factor in its decision to take over the bus system. Bill is before the Senate llighways Conmittee, of which Senator Walgren is a member. The life of the bus system in Bremerton and other cities throughout the State, is at stake. Yesterday (in Olympia) discussed some proposed measures affecting the LEFF system which would make it more desirable to cities as well as the Union; will meet again on this tonight. As one of the innovations contemplated regarding the bus operation, the five main routes of bus service will be run on Monday(Washington's Birthday), one of the three "quasi- holidays" in the year when stores and banks will be open, which was not done before. The service will be well publicized to alert the public, and the reaction will decide what is done on other similar holidays. Commissioner Schoneman: - [lad a meeting with Mr. Kerslake, in Oly~ia, Friday regarding several problems in the City. They will install a traffic light at the intersection of the now Belfair Highway and Route 3; will consider installation also at intersection of Old Belfair highway and Route 3. Will have meeting here with Mr. Kerslake told his staff shortly to review tho need for fifth- laning of Kitsap Way between National Ave. and Oyster Bay Ave. He also stated they would asst~ne all the costs of correcting the situation on Callow Ave. (referred to by Mr. Norton at previous Council meeting) and would handle it on an emergency basis. Advised him this problem also exists in other areas. The VACTOR arrived yesterday (combination catchbasin cleaner, street washer, etc.) and will be put through all examination possible before paying the bill for it. Reported on the planting program to be continued by the Filipino conm~nity with the assis- tance of Mr. Pendergast and his crow. Washington Ave. UAB project has con~pleted excavation to the point where wall construction can soon take place. Engineer Parker and George Morris have completed study of intersections on East side as to requirements regarding traffic signs, signals, lighting, etc. Now studying West side. Tucci Construction is waiting for the conclusion of an easement with one property owner and will cu,,,plete both ends of the 42'~ and 48" stormsewer line extending from Sylvan Way to Clares blarsh--which will comprise one of the biggest collection areas we have attempted to storm-sewer; rated at about $100,000.00, and the entire cost borne by private persons-- which will eventually be turned over to the City of Bremerton. GENERAL REPORTS (cont.) ~ayor Jarstad: Will be attending a meeting of the Air Pollution Control Committee this afternoon, in Tacoma; then going to Olympia for meting with several mayors of larger cities and members of the Exec. Board of the Association of Washington Cities, to review important matters coming before the Legislature. Agreed with Commissioner Clark re the increasing difficulty of pro- tecting the interest of the cities. Expressed disappointment at the outcome of the school-levy vote; congratulated those who had worked so hard for it, and expressed the hope it would be back on the ballot again and get enough signatures to validate it. Neither the State nor Federal Government is going to bail us out; the whole concept of the public education, he stated, was being pretty well threatened by lack of involvement on the part of people at the local level. bleeting adjourned at 11:28 A.M. ~/~~ APPROVED: .~ G.
