particularly for Tom Pearson'~ efforts, who voluntarily came out without any request, to
plough sidewalks on the bridges and did a fine job in those areas--where other people couldn't
get to.
Phinney Bay sewering petition will be prepared within a week. There is lots of enthusi-
asm for it. It can't go according to Comprehensive Plan and we will have to determine a
method of sewering this area that will suffice until we get main system in throngh Rocky Pt.
and ~rine Drive. It can be done with a temporary pumping station.
~lanuary 13, 1971 - cont.)
Washington Ave. project, scheduled to begin January 11, held up by weather conditions,
although contractor is moving in equipment and has obtained an old house on Washington for
an office.
Kitsap Lake sewer system has been tested and found operable, and property owners will
be contacted re connecting permits--paying fees, etc.
Reported he had been approached by County Cormissioner Lobe regarding connecting sewers
in County areas to City system, and (Com. Schoneman) stated it was his opinion the time had
come to consider coordinating systems rather than the County going one way and the City
another--establishing a METRO-type system. [M thought we should get moving on that rapidly,
and stated will be discussing this with County Con~nissioners.
Assr.City Attorney Sexton:- Reported on status of pending legal action, Attorney Walgren being in Olympia for the
sessions of the Legislature--perhaps for 120 days.
Mayor Jarstad:-

denying variance.
[las been asked to serve on a committee of representatives of the Cities in the State
to meet with County representatives, in Olympia, on Friday, to consolidate positions that
will be taken in trying to standardize some acts that have imposed burdens on both counties
and cities.
Cited highlights of the Police report for the year 1970, which had been circulated to
the Commissioners, and commented that it was a good report for all concerned and he wanted
to compliment the men in the field who are doing the work; also that it indicated a relation-
ship between traffic regulation enforcement and the number of traffic accidents.
Regarding the change of policy concerning games and devices to stimulate business,
con~nented that, as a result of activities and rulings of the Attorney General's office, it
is now the policy of the City of Bremerton that no more such games and devices--of a gambling
nature--will be allotted in the City.
Mr. Eddie Adams:-
Inquired whether there had been any development regarding the problem of the transit
subsidy tax on the Navy houses in Jackson Park, and Commissioner Clark advised there was no
conclusion made yet but that it was in the hands of the Attorney.
Raised the question as to status of the "Dog Leash" petition, and was advised by
Mayor Jarstad and Commissioner Clark that there were many complications but that the City
could not change it; could either pass it or fail to pass it within 30 days--in which case
(if no action taken) it would have to be put to a referendum. We are awaiting advice from
the City Attorney. Mr. Adams stated that his principal thought was that we have enough
unenforceable laws now--and let's not have another.
