REPORT - CO~{MISSIONER CLARK
Stated the 1973 Budget estimates as presented to the City Auditor initially provided the following:
The General Fund at that time showed a revenue of $3,643,876, and an expenditure of $3,407~596 which
indicated a surplus of $236,280. Further explained that these revenues included $350,000 in Revenue
Sit, ring which has been separated into a special fund since that time. Explained that this means the
General Fund at that time was actually $113,720 in a deficit position excluding the $350,000 of Rev-
enue Sharing Funds. Stated the Water Fund at that time was $186,772 in deficit, the Garage Fund was
$28,410 in deficit, and the Equipment Rental Fund was $61,650 in deficit with the other three funds
in a balance status which left the City in all the funds a total deficit of $40,552. Stated that
durinK the Interim, the Council's efforts on the budget has changed the picture to the point that the
City now shows the $350,000 in Revenue Sharing Funds and continue to have a deficit of $119,479 in
in the General Fund. Stated the City has a surplus at this point of $119,479 in the General Fund.
Stated the City has a surplus at this point of $146,728 in the Water Fund and this gives an overall
picture in the total funds, including Revenue Sharing, a surplus of $355,764; also, stated that this
would be more accurate if the Water Fund figures were excluded because it is a self-balancing fund
and will be in balance within its own revenue expenditumes. Stated that if the Water Fund figure was
eliminated, the surplus in the City's operating funds would be $209,036 including the $350,000 in
Revenue Sharing.
Mr. Clark explained that the Council has made no determinations on special depa~.b,~ntal requests,
which will add to the deficit or will include the use of Revenue Sharing Funds. Mr. Clark stated that
salary increase have not been considered in a final f~r~n~ however, the Council is intending to come
up with a reasonable salary increase this year realizing that the salary increase last year was nec-
essarily very small.
Hr. Clark stated that the Council will continue working in study sessions and will have the budget in
balance considering all of the aspects of the budget making that have not yet been able to be resol-
ved.
Mayor Jarstad stated that the Revenue Sharing receipts will he less than what was anticipated because
the federal gove~.~,~nt is not taking into account the 5,000 persons (navy personnel) who were residing
in Bremerton. The Mayor also stated that another factor the City has not taken into account is what
direction to take if the Emergency Employment Act (EEA) Program ceases inasmuch as $345,000 is the
amount supplied each year.
Mayor Jarstad recessed the meeting at 9:32 a.m. until 9:00 a.m.~ Monday, December 4, 1972.
