illO:OO A.~. - for matters not on agenda
i Ir. Kenneth ,ice, 1217 CreRory Way, spoke against the proposed openin~ of a half-way house in his
IlneiEhborhood by Hizher Cround, Inc. and stated nearby residents an~ other D~oDle of the city were
i, in the process of siRning a petition in opposition, which petition he did not file with the City
Clerk at this time. One of the points he made was that he did not believe such an operation could
exist in an R-2 area. Approximately 26 persons stood up to be counted in opposition. Mr. Ames,
2]2 State Street, spoke in opposition. Considerable dis~ussion followed and Commissioner Clark sug-
gested a complete review be made of the proRram and persons involved.

Motion by Commissioner Clark and Commissioner Schoneman that the City Council direct the City Attor-
ney to investigate and report back to the City Council, and to investigate the possibility of an

missioner Schoneman discussed both sides of the half-way house type program. Jerry Jacobson,
Program Coordinator for Higher Gronnd, spoke briefly, asked for equal time at the next Council when
he cou]d present information. Ue stated he was not opposed to the City Council looking at this
project very closely and that he was not trying to force anything. Mayor Jarstad spoke of the
concept and the funding source. City Attorney stated he would give his attention to this matter.
'~otton carried unanimously.
Mr. Eddie Adams welcomed Senator Walgren back from the Democratic Convention and suggested the City
Clerk check on how much the county is payin~ for fuel and heating oils inasmuch as the city has the
choice of taking the county contract if it is lowe~ than the city's bids.
~ayor 3arstad recessed the meeting at 10:35 A.M. and called it back to order at 10:48 A.M.
RON ROSS REZONE (Hollis, Wheaton vicinity & Maple)
Mayor 3arstad asked for comments that had not already been made in previous hearings.
Conrad Green, attorney for Ronald Ross, recommended the City Council approve the rezone as applied
for; said he did not feel it was good policy for ~he City Council to enter into contract zoning;
however, if the application would otherwise be denied, his client would agree to a compromise.
He noted there was a meetin~ held last Thursday in which buffer zone and other stipulations was
discussed. Mr. Green stated the opposition to the rezone came about when Mr. Ross advertised by
posting the property that a tavern was being considered. He said ~e believed the rezone request
was proper and the area should logically and consistently be B-3. He felt further buffer zones sbou
be applied uniformly throughout the zonin~ process in the city. He felt the city was setting a
precedent here. Commissioner Schoneman reported on the background of contract zonin~ as it has
been already applied in the city and that this would not set a precedent. Discussions and argumentsl
followed th~ opening remarks an~ the mayor stated that no set of circumstances in a re,one are
identical and for that reason he felt t~e city had a very defensible position. The mayor also com-
mented that policies are uniformly applied to every section of the city and to every rgsident of thel]
city. ~avor Jarstad pointed out that Ron Ross is the one bringing about change and not the
residents and the City Council is responsible to make a Judgement of how to make the least amount
of detrimental change on the residents. Mr. Green stated a compromise was being entered into
relunctantly by his client and at great cost to him. Co~issioner Clark discussed the principles
of buffer zone: discussed the comprehensive plan and the immediate area, as well as discussed cont-
ract zoning. Mr. Ross stated the city should have designated 40 acres as business instead of 10
acres when the area was annexed, and that he didn't feel he was asking for a change in the area.
Mrs. Rouleau, 1330 Bradley, presented a letter dated July 17, 1972, addressed to the State Liquor
Control Board, signed by 74 persons, opposing proposed Cloverleaf Tavern at 4103 Maple Street, and
asked that this material be forwarded to Olympia. Attorney Green spoke of the fact that before
the Council is the matter of land use under the proper zoning and requested that the Council not con
cern itself whether to be used for tavern but whether proper zoning. Mayor Jarstad stated the City
Council knew what was germane; however, the Council was trying to get people to talk to them and
that citizens are going to be heard when before the Council.
Mrs. Charles H. Brown, 1333 E. }~pe Street, commented that people only get up and oppose when things
hit home and that the tavern does hit home, having girls in her family; also, stated she believed
traffic would increase in the quiet neighborhood; suggested Maple be made a "dead-end" by Hollis
Street.
Commissioner Clark stated regardless of the question of the tavern, he believed the residents would
still bave come in regarding the need for a buffer zone; that he believed they would have objected
to commercial right up to Maple Street.
Commissioner Schoneman made a motion, which he had previously made as a suggestion in last Thursday
meeting in the Mayor's Office.
Motion by Commissioner Schoneman to grant the rezone with a covenant placed upon the east 40' of
the land to be used for no other purpose than R-1 or beautification. No second at this point.
Commissioner Clark stated that developments in the interim had changed the situation so that
motion was not the most suitable, thus declining to second the motion.
Discussion was held to clarify the 40' buffer zone. It developed that this would be a dedication
to the city for beautification or park purposes along Maple from Hollis with a small portion at the
north end retained for entrance to the next property. Mr. Schoneman stated that Hollis will be
improved east of Maple, in the future.
Mrs. Pat Miller, 1336 Bradley, stated she would be sad if the Half-Way House was turned down but
the tavern was approved.
i Mayor Jarstad he believed the people who attended the open meetinK held in his office for over three
houms last Thursday understood that B-3 was going in and understood what the compromise was to be.
Mayor spoke of the offer of Pon Boss to dedicate 40' by 115' for beautification and for a buffer zone!:
inthatfavorthiSofWaSthisa mOStoffer.unusual offer and should not be shrugged off very easily. Mayor Jarstad spoke
Co~ntissioner Clark discussed the fact that M~. Ross owns large enough pl~DperTy to put in a tavern
somewhers, and that problem is to be deter~,ined by the State Liquor Contl~ol Board. Mr. Clark spelle~
out three alternatives in the rszone matter. Finally, he stated it seems the majority opinion to
accept Mr. Ross' offer to deed the ~0' and rezone the reraaining property with a covenant on 200' back.
from ~ple (west) wherein there would be no sale of alcoholic beverages.
Motion by Conrmissioner Sehoneman that the rezone be ~ted less the dedication of the 40' setback
~-r~ Maple Street 115' along Maple and that the convenant be on the rszone that no alcoholic bever-
ages will be sold on the 200' setback from Maple Street alone Hotlis and a~e that there shall be a
radius on the northerly end of the 115' strip for turning into his B-3 property. Discussion: Mr.
Clark stated he would like the motion to show that Mr. Ross is giving the land. Mr. Walkn~en stated
Mr. G~een could work with him on p~oper form. Mr. Green stated there was to be a 15' portion at the
end of the g0' setback for building entrance road, and that they could build up to the line; also,
that the city would want to survey the property; also, if the City in the future would use the proper.
ty for some other purpose than park or beautification, it would revert back to Mr. Ross. Mayor Jar-
stad pointed out to the residents that this ~x)uld be pern~anent and would be so recognized by any
future CitV Council, as far as the buffer zone was concerned. Mayor Jar~tad spoke of patrolling the
traffic in the area.
Mr. Irving Hegle, 4115 W. View Drive, spoke against the city taking over the property for beautific-
ation as the city would expend funds to keep it up. He felt Mm. Ross was gettin~ benefit. Conmis-
sioner Clark went into detail with Mr. Helle as to the benefit to the collective interest of the
people. I'iaVor Jarstad asked if the people wanted this permanent bar~ier. Ma-s. Tate and Mrs. P[iller
spoke in favor. Mr. Hegle spoke against. No others present made any coherent although theme appear-
ed to be favor by nodding of their beads.
I Motion seconded by Mr. Clark. Gal-pied unanimously.

equi~nent auction, for the sum of ~400.00, paid in advance. Mr. Schone~an explained this request

which has been made in advance of offering the property for advertised lease.

the present planning. Installation charge $1125.00. Savings would be made in switchboard operator's
time. Clerk stated this time could be well used in work in his office. Commissioner Clark reported
that he a~ several others had seen a Centrex System in operation in the City of Renton. Clerk
stated he and Co~missioner Clark and Dave Patroon, plus Asst. P. A. MaPangi, had looked into the new
system.
