interference in the area and they will not exercise or extend Agreement dated February 18, 1971.
Commiss~oner Schoneman stated this was a good try; that preliminary engineering showed ideal,
'but this has not proven out.

LETTER - DEPT. OF ECOLOGY
Clerk read letter dated June 13, 1972, from Department of Ecology to Ail Municipal Entities
Providing Sewage Service; advisimg of legislation which requires all "local governmental" units

permit, and also advising of the Department of Ecology's plans for its implementation of this
legislation.
10:00 OPEN MEETING
No one spoke at this time.
UNION AGREEMENT - Non-Uniformed Employees
City Clerk stated he cempared the agreement to the one signed last year and found they were the
same with the exception of the two provisions agreed upon between the City and the Union. Clerk
stated that with the agreement of Lilly Piva and Leonard Clark, he inserted in Article 8, Section
3 "up to" twenty days terminal leave and also changed the termination date from March 31, 197~, to
December 31, 1972.
Commissioner Clark suggested for cla~ification that the following changes be made, both of
which were satisfactory with Lilly Piva and Leonard Clark who were present at this time: Article
8, Section 2--eliminating "up to a maximum of 120 days" and in Section 3 adding "as provided in
Ordinance No. 1813 as amended.
Motion by Mayor Jarstad and Commissioner Schoneman that amended contract be a~cepted by the
Council end duly signed, carried unanimously.
Mayor Jarstad recessed the meeting at 10:10 A.M. for the signing of the contracts.
Meeting called to Order at 10:17 A.M.
}~ARING - SIX YEAR ART~IIAL CONSTRUCTION PROGRAM
Motion by Mayor Jarstad and Commisaioner Clark to open hearing on Six Year Arterial Construction
program, carried unanimously. Mayor Jarstad then asked City Engineer, Bill Parker, to review
the program. City Engineer stated that the program must be reviewed each year, and that notice
had been given as required by statute. Mr. Parker then outlined the plan which was the same
as last year with the exception that all estimates were increased and the following three additions:
(a) Washington, First tn Second; (b) East 18th St. (Wheaton Way to Perry Avenue); and (c) Maple St.
(Hollis St. to Riddell Rd.). The Mayor and Commissioner Schoneman also suggested that "Sheridan
Road from Lebo to Wheaton Way" be included; and it was agreed this would be added.
Commissioner Clark explained that this plan is only a guide; that the Council is in no way
committing itself to any of these projects. Commissioner Clark stated he felt Item #6 (Connection
to Freeway--Burwell to Kitsap Way) should not be scheduled in 1973, but in one of the future years.
Commissioner Clark referred to the problem that has ~ame up between the County and the City
concerning this project; and stated one of the City Commissioners made it quite clear to him
that this connection was going to be put in, but he (Mr. Clark) felt this connection is only
a proposal and is still subject to considerable discussion and examination as well as monies
being agailable. Commissioner Clark also commented that if the Council approves this project in
the scheduled year 1973, this action would come back to haunt the Council.
Commissioner Schoneman stated the City Council adopted last year's 1972 to 1977 Six Year Construc-
tion Program unanimously, and this Item #6 (Freeway Connection) was then scheduled in 1972, and
now has been set up one more year. Commissioner Schoneman also stated that based on the fact
that funding will probably not be evident in 1973, Item #6 (Freeway Connection) will probably
be moved up to 1974 for the next resolution, and he sees no problem in leaving this Item #6
scheduled in 1973 in the case funds possibly become available.
MOTION by Commissioner Clark that Item #6 (Connection to Freeway--Burwell to Kitsap Way) be moved
ahead to a future year.
Mayor Jarstad stated that before any project is applied for, it mimt be passed by City Council;
and this is when a committment is made.
Commissioner Clark stated it is totally erroneous to even imply that the~City is going to construct
the connection to the freeway from Burwell to Kitsap Way in 1973; that there is absolutely no rea-
son this item ~6 should be scheduled in 1973. Commissioner Clark stated he recognizes that this
Program is changeable and subject to funding; however, with some reason the City should be setting
up what we hope to do. Commissioner Clark stated that because this was voted for unanimously last
year doesn't mean the s~e error should Be ~made by voting for it this year.
Motion by Commissioner Clark that Item #6 be moved ahead to at least the year 1975.
Mayor Jarstad stated this program is nothing more than a guideline which is available to the Council
for their deliberation and that amendments and changes can be made and the final decision has to
be made under the consideration of the City's financial ability and matching funds; that this is
not a definite project committment. Commissioner Schoneman concurred.
~[otion by Commissioner Schoneman and Mayor Jarstad that the adoption of Six Year Construction
Program with the inclusion of "Sheridan Road from Lebo Blvd. to Wheaton Way at the terminus of
the Warren Avenue Bridge", be approved.
COUNCIL MEETING MINUTES - JUNE 28, 1972 (Continued)
Commissioner Clark commented he could not vote yes for this as prepared because of the erroneous
implications it is giving.
Mayor Jarstad asked the City Engineer to restate the procedure of putting any project in the
six year program into effect; and the City Engineer explained the procedure of going through
the Council, applying for matching funds after approval of the Council.
Con~uissioner Clark questioned the rational of setting various other projects in 1975 and putting
this questionable connection to the freeway in 1973.
Mr. Parker stated the rational goes back before his employ; that this has been a priority which
has been recognized in every six year program ~p to this date; and he recognizes the same priority,
and has no reason to recommend a change.
Con~issioner Schoneman stated that in the event the Vietnam War comes to an end, federal funds
may become more readily available and the City should be prepared for this. Commissioner
Schoneman also stated that priorities on projects have been set by Allinson, Inc., Consulting
Engineers, who set up Six Year Construction Prngr~m for each city, which was done through the
State.

providing training of employees; also requesting authorizatio~o submit an application under this
Act in order to update the City's Civil Service System. Ma.~arstad explained there are federal
grants available that hmve been authorized for some cities for re-evaluation of pay scales and
civil service rules. Commissioner Clark stated the City's Civil Service system seriously needs
a complete survey of the classification of employments and its rules; that this matter should be
considered seriously.

because the Governor's Executive Order (passed December 16, 1971 to provide increased Job openings
for Veterans by having all state contractors and sub-contractors list employment needs with state
employment offices) is more realistic in meeting the employment needs of the veterans, copies of

LETTER - SAVINGS BOND DEDUCTION
Clerk read memo dated June 1, 1972, from himself to Council, requesting permission to discontinue
the payroll deduction for "Savings Bonds"; explaining that at the present time only five employees
are subscribed to this deduction and with so few involved it is very easy to overlook the deduction
when preparing the master payroll. City Clerk stated that these bonds can be purchased by the
individual employee at a local bank; and with so many requests for various payroll deductions, it
would help to eliminate such a small amount.
Motion by Mayor Jarstad and Comissioner Clark to concur with the request of the City Clerk to

LETTER - CITY ATTORNEY (Re: Property Appraisals)
Clerk read letter dated June 28, 1972, from City Attorney to Council, stating there is no provision
in the state law or in current City ordinances which would require that the City employ an appraise~
to app raise property which is subject to sale, purchase, or exchange; however, it is suggested
a recognized appraiser is obtained. City Attorney Walgren discussed preparing an ordinance
concerning the requirement of property appraisal and stated he would first have to do some re-
search in order to make provisions to any possible exception of appraisal requirement; also,
stated that such provisions w~uld be difficult to include in an ordinance. It was decided that get-
ting appraisals is the policy of the City Council, and an Ordinance would not be necessary.
