OPEN MEETING - 10:00 A.M.
Eddie Adams commented that he objected to the "brow beating" the Council had to take from
people in opposition to certain annexations. He stated he felt many people failed to realize
the benefits and services the City has to offer and that the annexations are initiated by
their neighbors or residents of the area. He suggested there could be a standard preamble
to give to the residents to introduce them to the comparison between benefits of the county and
city. Mayor Jarstad thanked Mr. Adams for his suggestions and explained the Commissioner Clark
had worked out a fact sheet several years ago. Commissioner Clark stated this fact sheet was
regarded by some residents as a selling pressure, not as.an information sheet. Commissioner
Schoneman commented that at a recent public works meeting he had learned that a city in
California had told the people of the area they must put in all the improvements and then
approach the city for annexation.
CITY COUNCIL MEETING - MARCH 22, 1972 {Conttnued~
James K. Damron, speaking for his son-in-law Donald. M. Nees, inquired as to whether there was
still a chance for the Cedar Grove area to be annexed. }~yor Jarstad explained that action
has been taken by the opposition to make an appeal to Superior Court. Mr. Damron stated
that he and other residents thought they might be able to annex separately, and the Mayor
conunented he felt tile areas should come into the City together. City Attorney Walgren
explained that the appeal was made on both of these areas and he would have to examine the
appeal documents before he could render an opinion on this question.

for an Outside Utility Connection for Elmo M. Winger be approved. Commissioner Clark stated
that City Council was concerned with the fact that a person using a utility agreement and its
connection, would the signer be willing to sign a petition for annexation. Commissioner
Clark explained that Sheridan Heights came up for annexation and two persons who signed
agreements would not sign an annexation petition and it is holding up the annexation.
Both Commissioner Schoneman and Commissioner Clark expressed their feelings that they would
not wish to involve into any more agreements until this matter has been solved.
Motion by Commissioner Schoneman to hold approval of the application.
Mr. Winger made a plea for the agreement, stating a large family was living in the house
and sewage was seeping into the basement; and if he could not connect to the sewer line he
would have to move these people out.
There was a lengthy discussion surrounding the Outside Utility Agreements and their 'affect
on annexations but due to the extreme emergency of Mr. Winger and the fact that the with-
drawal of the Outside Utility Agreement has Just occurred in the last week it was the consensus
of the commissioners that application be approved but the commissioners made it clear that this
would be the last Utility Agreement they would approve until satisfactory arrangements are
made with provisions of the regular agreement, and so Commissioner Schoneman said he would
withdraw his first motion.
