SUMMARY: The Director of DCD proposes to offer the vacant CDBG Program Administrator
position to Betsy Howe, the current CDBG Program Coordinator. Betsy has been in her position since
March of 2005 and has shown great dedication and ability to manage complex federal program grants.
Betsy is fully familiar with the Administrator duties and ready to assume them. The Director has
negotiated salary compensation and proposes making this appointment at a level above Rate 1 in Pay
Band 11. By BMC 2.50, the Council must approve any starting salary above Rate 1.
A TT ACHMENTS:
FISCAL IMP ACTS (Include Budgeted Amount): None. The higher starting salary is within the
2006 budget for this position.
