2005 Capital Carry Forward Items

SUMMARY: Several capital projects that were underway at the end of2005 and/or expected to be
completed prior to the end of 2005 - were not completed by year end as anticipated. Attachment A to
this agenda bill includes a listing (by fund) of the approved 2005 capital expenditures not concluded
which now require a budget adjustment to authorize these expenditures in 2006. Funds for these
expenditures are provided by the carry forward of greater fund balances from 2005 resulting from
these expenditures not occuring as originally planned.
ATTACHMENTS: Discussion Memorandum and Attachment A to Agenda Bill
FISCAL IMPACTS (Include Budgeted Amount): These capital expenditures were previously
budgeted for in 2005. The effect of not completing these expenditures in 2005 is that the ending fund
balances of the affected funds are greater than the 2006 budget anticipated beginning fund balances to
be. The 2006 budget amendment for these expenditures will be provided for from the carry forward
of these greater fund balances.

Move to amend the 2006 budget to include expenditures, and any related transfers of funds, for capital
projects listed in Attachment A which are capital items carried forward from the 2005 adopted budget.
