IN THE HIGHLAND/PLEASANT AVENUES DISTRICT (#AB06-070): Chris Hugo, Community
Development Director, explained that on November 30, 2005, the Council approved a 60-day
moratorium on development over 40-feet in the Highland/Pleasant Avenue District between 6th and

6C - RESOLUTION NO. 2993 REGARDING THE CHANGE-IN-USE AND FUTURE SALE OF CITY
PARKS PROPERTY LOCATED AT 1109 WARREN AVENUE; AND DEMOLITION OF CURRENT
STRUCTURE (#AB06-071 ): Phil Williams, Public Works & Utilities Director, stated that the Parks
Department staff have determined that the property located at 1109 Warren Avenue, known as the
Warren Tennis Courts and Community Center (or Girl Scout/Camp Fire property) is underutilized due
to its location at a very busy intersection and its lack of parking facilities. Public Works & Utilities has
determined that right-of-way improvements at the intersection of Warren Avenue and 11th Street are
important for citizen safety and that these improvements will necessitate demolition of the community
center. The City wants to include extensive landscaping in the form of a streetscape with the right-of-
way improvements and wishes to sell the remainder of the property and reinvest the funds into other
park facilities. Prior to significant change in use or sale of this park property, BMC 13.12.030 requires
(1) that the Parks Board submit an advisory report; (2) The City Council hold two public hearings; and
(3) the City Council, by unanimous vote of the full Council membership, declare the property surplus
and no longer suitable for use as a park, playfield, open space or recreational activity by the
Bremerton community. The Parks & Recreation Commission has submitted its advisory report and

public hearings are scheduled for March 29, 2006 and April 5, 2006. He added that a lease with the
parties regarding use of building is currently being developed and that agreement may allow the
building to remain in use for a few years and cause a delay in demolition.
There were no comments from the public. . .
Kathy Thayer of Girl Scouts requested clarification in language within the resolution, and
emphasized that the group has improved the building at a cost of $25,000 over the last 5 years.
Mr. Baawell clarified that if Council took action on the lease prior to taking action on the resolution at
the Council Meeting on April 19th, then the resolution language would be changed to reflect the lease
agreement.
Karen Aoyama of Campfire asked Council to continue their support of the organizations' use of the
building, and would like to partner with the City to come to a compromise that would benefit the City
for continued youth programs and improved street safety. She also thanked Mr. Williams and Mr.
Bagwell for the information they provided prior to the hearing.
Jean Markovich and Carolyn Miselin of Girl Scouts both urged the Council to not demolish the
building.
Donald Smithhisler suggested that the building be moved to another location instead of demolished,
and believed that if the City were interested in going that route, staff may contact Nickel Brothers at
(206) 933-9699.
Ron Van Hollebeke of Kiwanis suggested that the building be moved back to where the tennis courts
are currently located.
Helen Miller believed that the property was to be used for youth programs and asked if there was
evidence to support that assumption by her and other residents. Mr. Bagwell responded that after
reviewing records, no evidence was found that there was any requirement for using the property to
further youth programs.
Mary Fischer asked Council to find a solution to help the community's children who benefit from use
of the building.
Steven Jones of Campfire provided a long list of activities that Campfire offers youth, and
emphasized that there are many volunteers who help coordinate those programs.
Linda Surette is personally involved with Girl Scout Brownie Scout programs, asked Council to
support continued use of the building, and thanked Council for hearing their comments.
Ann Kim asked Council to consider this a "home" and not just a "building", and to do everything they
can to provide this home to all of the children who are involved in the various programs.
No action was taken by the Council at this time. .. A second Public Hearing is scheduled on April 19,
2006.
