These improvement.s could be provided on a limited basis but it would best be done by LID. 2. Sanitary seHers are available. 3. St.onn drainage must be conducted to 21st Street either by improvement of the alley or by storr;1 sewer. In this cormection we \;'ill require a holding tank to be built on the property to minimize the effect of the storm drainage on our sanitary sewer system. ~/~A7 -; . . /' I~::-/~ --/ ,1/. E. PAPJ(ER e . July 21, 1975 ," CITY OF BREMf-RTON. f ( STORM DHAINAGE DETENTION By, Means of Holding Tanks The City of Bren~rton like all progressive cities is suffering from "growing pains". One of the more serious problems is inadequate and obsolete storm drain facilities. Although Bremerton for the past many years has been involved in a Storm-Sanitary Sewer Separation Program, the lack of immediate funds and \vork forces have made it very difficult to pace this program with the rapid development of Shopping Centers, apartment houses and other large complexes. ' The construction of these developments contribute greatly to the drainage probleQ due to the natural ground being replaced with impervious surfaces such as asphalt parking areas, roof areas and etc. If an adequate storm trunk leading all the way to the beach is available there is no problem. More likely however, the only storm drain facility available is a sanitary sewer line serving a dual purpose or a separate storm drain that ultimately COIh'1ects into an existing sanitary system after passing beneath a newly improved street area. More than often the s~ddell concentrated surge of storm water injected into the sanitary system during a rainfall, literally "drowns out" the Sewage Treatment Plants, making the proper processing of the effluent virtually impossible. This condition occurs at the present time even during a moderate rainfall. As an emergency measure the City of Bremerton is endeavoring to retard this concentrated suyge of storm water by requiring the installation of storm holding tanks within developments having large "hard surface" areas. The installation is primarily a tank, a series of tanks or large diameter pipes set in the ground that collect the storm runoff of the specific area allowing the water to discharge or "bleed" through a small diameter orifice. The plumbing of the installation consists of a discharge or a "bleeder" line. The "bleeder" discharges either into the street gutter or directly into the sanitary system. The bleeder line is sized to accommodate the entire area under ordinary circumstances. The drainage enters the bleeder through a 2" orifice. Also, incorporated in the system is an overflow of the same diameter as the bleeder line (See Fig. A). The function of this system is to restrict the discharge of the complete runoff to the small orifice and allow the storm water to surcharge in the tanks to the level of the overflow during a high intensity rainfall. Theoretically and hopefully the discharge from the overflow will last only a short interval before the rain intensity subsides to the point where the level falls below the overflow and the discharge continues through the orifice. / . e e .' Page 2 July 21, 1975 The capacity of the tank or tanks between the invert elevation of the orifice and the invert elevation of the overflow constitute the required holding capacity. The criteria used for determining the storage capacity needed for the subject area is based on the volunle of runoff to be exp'ected with a 15 year storm intensity in a period of 20 minutes using a runoff coefficient proportionate to the area's irnperviability. We have found that by using a factor of .25 gals per sq. ft. for 100% hard surface nmoff we arrive at a reasonably rational anS1ver. Attaining sufficient storage capacity within the installation many times may be a problem depending on the relative elevations of the development site, street and discharge point of the bleeder line. Since the discharge point of the bleeder must be lower than the invert of.the orifice, depending on tank depth for storage may be out of the question. In this situation, lateral or horizontal storage may be necessary. There are several sllggested methods to acccmplish this, for example 1. A series of shallow basins inter connected (Fig. B) 2. Using a large diameter pipe as an appendage to the basin (Fig. C) 3. Using several large diameter pipes with the basin at the hub. (Fig. D). In the ever.t the elevation of the development site is sufficiently higher than the street the bleeder line may discharge in the street gutter (Fig. E). The City is cognizant of the expense of these installations and is making every effort to seek out the most economical methods, material and components to utilize. The follo\ving suggestions are an example: The use of standard septic tanks in lieu of tanks cast in place or prefabricated manholes, and the use of steel tanks that have been treated for corrosion. It is possible to obtain second hand steel tanks at a relatively reasonable price. If large diameter pipe is to be used, corrugated metal pipe, (either asphalt treated steel or aluminum) is acceptable. Accrss COVEF< l} I ~ '. e 0..:: <(" IJ OVE~FLOV.l I.E. 8lE.EPER WJEdJ,L,," p .
