Geo~e Plescher, Citv Planner~ gave slide p~esentation to the Council showing D~oposed rezone
property, slope~ and chamacteristics of the land. Mr. Plescher stated that the EIS sent to the
various State agencies did not mention the ~oad bulldozed on the D~opel~cy which is par~ of the
rezone and that there D~ohably should be a supQlemental EIS; however, it is almost impossible to
d~aft an EIS without a site plan and without any knowledge of what type of develoF~nent is to occur.
Fz~die Adams spoke in favor of the rezone stating that con~ne~cial use of that propemty ~uld be
keeping h]sinesses in one straight line all alon~. Kitsap Way which is I~edc~Linantlv cc~z~Peial.

his land; that a slt~ plan should not always be required.
M~. Plescher stated that without a site plan theme is no wa~; of knowing whether thel-e will be an
env~ ~oemental impact.
Coi,,issloner Scboneman cone~'~d that a site plan should not be necessar~ because nothin~ could
be developed on the land without aDDpoval of the Building DeDa~.b,~nt at which time all requirements
would have to be met.
Mavor Jarstad asked if the EIS is a necessary par~t of the rezone and City Attor-ney Walg~en stated
that it Was a necessary; Dart of the pl~oeess. Mayor Jarstad stated that although there is v~in
timber on the land, this timber could be destroyed in an R-1 zoning.
