Stewart stated that he felt the C~lf Course was the best investment made by the City Council; ihowever, consultant work and management should have gone through an official bid call. Mayor Jarstad stated that the Golf Course is an excellent project and ver~ much enjoyed bv the citizens and that ithe Council and the citizens are very pleased with the operation of the C~)lf Course. Cu',,,~ssioner ?Sc]~n~an explained that an official bid call is not required for consultant services although others were considered at the time Mr. TVson was considered for consultant services for the Golf Co~[rs e. CITY CO~rNCIL M?~L~rING MINUTES - SE~['LMBER 12, 1973 (CONTINUED) Co~nlssioner Schone~an stated that he convinced the Council that ~r. Tyson should be selected to operate the Municipal C~)lf Course because he was very active in the p~oject frc~ the beginninF,, and very helpful ~n the pre-planning of the project; also, stated that Mr. Tyson is very Qualified and was mec~,,~nded by the City of Tacoma and Peirce Countv where he also operates Golf co~rses. Mr. St~¢art stated that he agreed the Golf Course was a fine project but felt more than one party should have been considered for the consulting work and operation of the course. Mayor Jarstad stated that after manV recc~nendations frown qualified people and the Pai~k Superintendent it was the judKment of the Council that if the City could get a good f~nan~ial binding contract that would paV the ~evenue bonds and would guarantee the citizens would hot have to pick up any of the cost, that it should be entered into; also, stated that the recom~endatlons that came to the Council was that a private opemation could do a better job. Mr. Stewart stated that he did not criticize the C~lf Course, but criticized the lease on the Krounds of the C~)lf Course. Mr. Stewart stated that he did not feel the City Parking~ Garag~e Facility is ever going to be a good investment; that $82~900 was paid last year just in interest and $15,1~.11 was the amount collected in fees. Mr. Stewart stated that by checking records he felt that the buses are not meeting the budget mequir~nent on passengar revenue. Mayor Jarstad stated that the Parking Garage was built to maintain the stability of the downtown area, which area returns the greatest income into the city budget to maintain services to the City of Bremerton~ also, stated that it %~s the opinion of all the experts in the field hired by the City that one of the major things needed bv the City was adequate parking. Mavor Jarstad stated that in six or seven years as things develop in the downtown area it will be fortunate that the parking facility was built when it was due to the rising cost of construction at the present time. Mayor Jarstad stated that the aut~bile parker is paying the total cost of the revenue bands which built the parking garage. Mayor Jarstad stated that the Parking Garage P~oject was not the sole rmsponslbility of the Finance C~m~issioner, but a decision made bv the entire City Council; that the Finance C~,~,%issioner was the last person to be convinced because he was very concerned about the ability of the Garage to pay the debt service. Cc~nissioner Clark stated that the off-street and on-street pamking is paying all operatir~ costs and all debt services of the Parking Garage~ plus putting money in the bank in Debt Reserves (about S13,000 in eight months)~ and on top of this has accumulated a surplus of nearly $30,000. Cc~missioner Clark stated he could see no better use of the automobile parker's money than to help him have reasonable facilities on wh~dh to park. t~r. Stewart stated that parkin~ meter revenue was puttinK m~ney into the general fund in the amount of about $136,000 per year and that r~w because the City hhs an interest expense of over $80~000 a year this money is not goinK, into the General Fund. Mayor Jarstad stated that the Parking Garage will increase the stability of the downtown area and if less people shoDped in the downtown area, there would also be a decrease of money going into the ~,eneral Fund tlL~ough parking meter revenue.. }~vor Jarstad stated that he thought it better that the Council at least made a move toward this parking facility rather than not doing, anvthing at all to improve the downtown area which could have resulted in many persons not shopping in the downtown area which in turn ~uld be detrimental to the businesses downtown. City Treasln~er, G. W. Gallagher, stated that Mr. Stewart's fiKares on the Parking Garage (Interest and Fees c~llected) were. in error, and that Mr. Stewart was obtaining his information from non- official sources. Mr. Stewart ir~ui~ed as to who Mr. Gallagher was and Mr. C~llag~her informed him that he was the City Treasurer and that if Mr. Stewart had been obtaining official figures from his office and had not seen him~ he needs his sight examined. Mr. Stewart asked Mr. Gallagher what the official interest and income figure for the Parking Garage was. Mr. Gallagher stated that he Kives this information only after referring to official record and the information is available in his office. Mr. Stewart stated that his information was from official sources~ includinz the City Annual Report and City budget. C~l,~issioner Clark stated that this would not be the official records; that this is a rscap done by the City Clark's Office at the end of the year of the expenditures throughout the year and contains some errors which have been admitted to bv the Citv Clerk as there were valid reasons for the errors. }~2%RING~ - R. Mr. Plescher stated that the use to the west of this riKhtoof-wa¥ is residential, and to the east co~nercial and multi-family residential. Mr. Plescher stated that no plans for the use of the propertv were submitted. Mm. Plesoher stated that the Planning Depa~.g~ent recc~mnended denial because of the pOtential need of this right-of-way in the future for public use and because the public will not benefit by the vacation. CITY COUNCIL MEETING MINUTES - SEPTEMBER 12~ 1973 (CONTINUED) R. L. BEn,DER STREL'r VACATION }~tRI~E - CONTINUED Co.missioner Schonen~ln asked if any adjacent land owners weme present at the Planning Cuf,,~ssion 'hearing objecting to the vacation. Mr. Plescher stated he didn't believe anyone was present opposinK the vacation except James Sanchez, Attorney representing William Schweer. Co~nissioner Schone~an pointed out that this aziza is a deep gully and is not suitable for construc- tion and he could see no reason for denying the request because this rlghtof way would serv~ no other use. Deputy Clerk read Staff Review dated Jut~; 18, 1973. James B. Sanchez, Attorney mepresenting William Sohweer~ stated that Mr. Schweer is a property owner affected by the proposed vacation; that Dr. Bendem owns about 7~ percent of the property and the rest of the adjoining property is owned bV Mr. Schweer. Mr. Sanchez stated that all of the pro- perry affected by the proposed vacation is zoned R-2 or multiple unit dwellings, and that this is not the proper t[me to abrogate ingress and egress potentials by street vacation; that if Mamlow Street was dead-ended by this vacation, there would be no flexibilitv left for suitable ingress and egress in the Keneral area. Mr. Sanchez stated that Mr. Schweer would not oppose the vacation if East l~th Street was improved to provide inKress and eKress to his propertv; that ingress and eKress on ~eaton Way is right on a curve and would be very dang, erous and a safety hazard. Co~missioner Clark asked if this pnopertv was platted to the City prior to 1895, and Mm. Sanchez stated that he did not know. Mayor Jarstad stated that the Council would review the site before making any type of decision.
