felt the informality could also be waived under those circumstances.
Commissioner Clark stated that ther~ was discussion at the last meeting on this matter and it was

ing of bid bonds which could lx misleading.

. and posted notices on the property and public places as required by law; also, stated he notified by
'letter those persons who live in the amea and all those persons whose name appeared in the annexation
files.
Mayor Jarstad explained that the purpose of this hearing is to dissolve any pending petitions on the
subject annexation now before the City Council in order that the Sheridan Heights and Cedar Grove
~meea can ~ve an up-to-date election for annexation to the City of Bremer~on, because of Pending
Court suits that question the validity of Petitions because over 3 years old.
Mr. Shockroe, Route 7, Box 1370, asked who has the right to vote in this election. Mayor Jarstad
stated that anyone registered in that area would have the right to vote. Mr. Shockroe questioned the i
electron m~thcx! statmng that marmmed couples would ]%ave two votes and szngle persons owning lust as
much property would only have one vote.
Cedar Grove resident requested that the City Council accept the Cedar Grove Petition for annexation;
that the petition was sufficient and the need is very evident.
Assistant City Attorney stated that the Coundary Review Board did not feel the Cedar Grove Annexation
would be proper and that it should ~%nnex to the City with the Sheridan Heights area. Mayor Jarstad
exq~lained that the annexation of the Cedar Grove area alone would create an "island" with tb~ City
surrou~Jinp~ one portion of property within the County. The Mayor explained that Boundary Review
Board does not approve of such "islands."
Sheridan Heights resident stated that the Cedar Grove area is being used to force the Sheridan Height
area into the City; that the majority of Sheridan Hei?~hts residents do not want to annex. Mayor
Jarstad stated that nobody is being forced to annex to the City; that this would depend on the out-
, come of the election.
' Blanche Copley, 3350 Apallusa Way, stated that the Cedar Grove petition was valid and she cannot
,understand why the Council does not allow that area to annex to the City of Bremerton and let the
, Sheridan Heights area hold an election for annexation on the Sheridan Heights area alone. Mrs. Cople
asked the Council on what basis the C~]ar Grove petition is being denied. Co~ssioner Clark ex-
plained that the Council has a petition before them requesting the election method of annexation for
both areas combined. Mayor Jarstad stated that the areas nust come into the City together because
: an island is not going to be formed in the City of Bremerton.
I ~h~s. Search, Sheridan }{eights, stated that the majority of people in the Sheridan Heights area do
not wish to annex to the City; that they do not need the City services. Mrs. Search stated that Ced~
Grove residents do need the City services and should annex to the City. Con,missioner Clark stated
that the petition submitted by Sheridan Heights residents showing a percentage of 74.99 percent seem~
to indicate a majority wanted to annex. It was noted that this 74.99 percent was based on property
v~luation. Mrs. Search stated that the people in the Sheridan Heights area want to keep their cows,
: ~*Drses and livestock; that there are many small farms in the area. Commissioner Clark stated that
,~ one c~m have cows and horses in the City as long as health laws are met.
' Mrs. Shockroe, Sheridan Heights, stated the subject areas should be considered separately and if an
election is held Sheridan Heights should vote separately. Stated that Cedar G~ove is already devel-
oped and Sheridan Heights is not; that they amc not the same type of area. Stated to combine these
! areas is not fair; that Sheridan Heights st~uld be considered as a rumal area. Mrs. Shockr~e ques-
"tioned the validity of the election petition because of the pending petitions before the Council.
Wilma Munson, Monticola Drive, stated the City was willing to take in Cedar Grove at one time, and
that she is ~rally opposed to dragging Sheridan Heights people into the City in order to obtain the
services needed in the Cedar Grove area.
CITY COUNCIL MEETING MINUTES - APRIL 11, 1973, continued
Mayor Jarstad stated that nobody is being dragged into the City; that an election will be held to
decide the annexation, which is proper and legal, and also that some of the minority objectors here
today have signed Utility Agreements with the Water Utility that calls for their agreement to annex
and they haven't honored that agreement; if they had, the areas would already both be azLnexed to the
City.
~s. Garland, stated that she does not live in the Sheridan Heights area because it is not rural any
longer.
aS. Reece, Sheridan Heig~]ts, stated she has a small farm and would like to keep it that way. Mayor
arstad stated that just because the area annexed to the City, it would not mean one couldn't keep
their ~nall farm.
Mrs. Sea,ch asked if Cedar Grove could get service if the election vote is negative to the annexation
Assistant City Attorney Sexton explained that the Cedar Grove a_~ea could submit another peti~i6n..
Mayor Jarstad reviewed the benefits of being a city resident and spoke of Police and Fire Protection. Ii
Sa~teve. n Cl~ar.k ,. Sh~ermdan Hezghts, c_ .O?nted that the S.heridan Heights area should remain a green belt
a, an~ s~a~ed that they would like to vote on their own area separately from Cedar Grove.
Sheridan HeiF~]t resident spoke of increase in taxes which would make it very difficult for retired
persons with fixed incomes who reside in the area. Also spoke of undesirable development that could
occur if annexed to the City.
Commissioner Schoneman stated that there is nothing to prevent this development while in County any
more than while in the City.
Commissioner Sd~onen~n stated he felt both Cedar Grove and Sheridan }{eights would benefit by annexin5i
to the City; however, he didn't feel the Council should use the leverage of Cedar Grove to force
Sheridan Hei?~ts to annex.
Pat Carry, Sheridan Heights, stated that the reason for these areas coming into the City together--
so as not to create an island--seems to need some justification.
Motion by Mayor Jarstad and Conmissioner Clark to deny the Cedar Grove petition at this time in orderl!
that the Cedar Grove and Sheridan Heights area can properly have an election to determine annexation
to the City.
Commissioner Schoneman stated that he could see no reason for denying the Cedar Grove Petition as
ann.e,x.ation of this portion would be an asset to the City and many beautiful homes have been developec

as road sanding in the winter season during snow conditions; also spoke of poor water and sewer con-
ditions in the Cedar Grove area.
Commissioner Schonemna agreed that it would benefit Cedar Grove as well as the Sheridan Heights area
to annex to the City; however, if they do not wish to do so, they should have that choice.
C. J. Robinson, Cedar Grove, pointed out the extreme need for the Cedar Grove annexation.
George Plescher, City Planner, at the request of Commissioner Clark showed the subject areas on an
area map and pointed out the city boundaries.
Commissioner Schoneman stated that this is not a unique situation; that the City Council recently
approved petition for annexation and services for American Marine Bank on Sheridan Road adjacent to
the Perry Avenue Mall and also the Skirving P~operty at the end of Wener Road. Mayor Jarstad stated
that these properties are commercial and the Marine Bank Site is bounded on two sides by City limits.
Mr. Steven Clark, Sheridan Heights, stated that he agreed with Co~missioner Schoneman that the Sher-
idan Heights area should vote on an individual basis; that no to do so would not be democratic.
Also, stated that he didn't feel the situation of fighting his neighbors (Cedar G~ove) was very demo-
cratic.
