in trying to obtain a Building Permit which was granted once and then revoked. Stated he is

~. On November 5th ballot there was a proposal for maintenance and operation of street lighting fo~
Marine Drive Water District. THe District boundaries include an area in the City, which are
receives free lighting as City residents. THe pr~positlon failed to pass probably because of
confusion over the boundaries which included the City portion. Suggested that City Attorney
ascertain bow to withdraw the City portion f~n the Ma~ine Drive Water District boundaries; that th,
area should include only that po~.~on which is in the County.
Motion by Ccm,,,~ssioner Schoneman and Mayor Jar~tad to refer this matter to the City Attorney's

MAYOR JARSTAD - REPORTS:
1. City Council should dmaft a letter to the State Utility Cc,,m~ission-regardinK surcharge on
electricity to eo~merclal users including municipalities; feel Cities have to provide a needed
service of street lighting for .public safety reasons and should be excluded frcm the surge.
Commissioner Stewal~t advised that he looked into this matter, and the City will be charged a
flat rate on street lighting, and no surcharge would be applied. Mayor Jarstad stated he is glad
to heap this. City Clerk noted that sul-charge would be placed on automatic equipment such as
lift station pumps. Mayor Jarstad stated this should be checked into because this is another
needed service provided by the City. City Attorney Walgren stated that a Senate Hearing has been
scheduled to heap from the State Utilities and Transportation Co~ssion as well as businessmen
and local KoveL~,~mnt officials on the matter of tbe surcharge due to many inquiries as to whether
the surcharge is justified.
2. Urged Senator Walgren to try to acquire funds for the "death trap" highway between Bremerton g
Tacoma; that Kin~ C~)~hnty funds for Interstate 90 have been held up for quite a while and perhaps
should be given for other vetv needed highway improvements.

4. ComDl~mented Olympic College RanKers on playing an excellent football season, coming very
close to State play-offs.
5. 0uestion has been reised ~egardinK remodeling, of the City Parking Facility to provide entrance
on Fifth Street. Stated all corrections to municipal buildings should be a decision of the City
C~uncil as a whole, not ~ust one Czm~tissloner; that this would not be a maintenance requirement or
an i~ediate necessity, but a ma~or change to the facility affecting many other areas. C~,~ssione
Schoneman stated that this proposal should be studied by all the CDrm~tissioners due to possible
problems with topography of area, traffic~ and so forth; also~ stated the insurance cu~,uany w~uld
have to be contacted before this change c6ttld be made. Cc~nissioner Stewart stated the additional
entrance would mean more parking on the third floor which has very few cars usually; t~t scme-
thing~ must be done to increase the revenue of the C~l~age, and he doesn't feel he should be
"hassled" as w~s the ease trying to get the Diamond 0peration, which has proven very successful.
Further discussion held, and following motion w~s made.
