July 12, 1974
Work Session commenced at approximately 9:00 a.m. with the following present: Mayor Ja~stad,
presiding~ Conmissioner Stewart, Conmissioner Schoneman, Deputy City Clerk, Chief' B~countant
~ichard Burns, City Engineer, Asst. City Engineer Root, Water Suot., press and radio represent-
atives. ·
~ayor Jarstad explained that the Work Session is being held by motion of the City Council; that
the press and radio representatives have done their best to r~tify the citizenry; and about 20
people have turned out in order to give input on the matter of increasing sewer rates.
The following persons gave statements or presentations during the session: Mrs. Vivian Sexton,
Charles Walt; Wanda Masbarger, 3010 Valley Drive; Austin Clark, 140 Washington Avenue; Dolores
Doninger, Ted Tillett, Water Supt. Weller, City Engineer Parker, City C~,~issioners, Chief Account-
ant Richard Burns.
~r. Burns explained that the City must raise at least $600,000 per year in sewer revenue in order
to meet operating expenses and debt service, and to do this, the City must bill in excess of 30
cents per 100 cu. ft. passing through the sewer.
Further discussion was held and Cc~ssioner Schoneman sut~mitted a proposal to raise the sewer
rates based on Water Consumption; that a person would pay for exactly what is being used.
Cu~,,issioner Schoneman proposed that there 'should be r~ minimum charge for anyone, and the charge
should be ~5 cents for 100 cu. ft. up to the first 500 cu. ft.*, and 35 cents per 100 cu. ft.
after the first 500 cu. ft.*. (*500 cu. ft. or specified minimum usage based on meter size.)
C~,,,~ssioner Stewart agreed that this would be a fair and equitable proposal. No persons voiced
objections to the proposal.
