HEARING - PHK VARIANCE REQUEST
D. Clerk explained that this request comes to the Council based on Appeal of Planning Cum,~ssion
Decision received from PHK Associates dated March 25, 1975.
D. Clerk stated that notice of hearing was published, property and public places wore posted,
and letters of notification were m~{led to property owners within 250 feet of the prope~ty and
those who signed the opposition petition; all at the propertime as required by law.
Deputy Clerk read letter of petition dated April 15, 1975, in opposition to the variance request,
signed by 12 persons.
Deputy Clerk presented Planning Cu,,,~[ssion Resolution No. 292 denying the variance request due to
the following facts: 1. The size of the individual parking stalls shown on the site plan
is only 8 feet in width, whereas a 8'7" width is considered minimal. 2. A parking ratio
of 1 space per 3 units was found to be inadequate by the City Engineer, Fire Dep~.b,~ant
and Police Traffic Division insofar as insufficient street parking is already a problem in the
area. 3. There is no assurance that the proposed structure would be used for elderly housing
beyond the first five year contmaet~ nor does the vicinity have adequate on-street parking under
present eire~Nstances.
D. Clerk read Excerpt of Planning Cu,,,,~ssion Meeting Minutes dated March 19, 1975, at which time
a motion was passed for denial with 1 member voting against the motion.
Deputy Clerk read Environmental Assess~m~nt and Staff Review of the Planning Depax.b~nt stating
request would not require a detailed EIS, and recu,~',ending that the requested variance to
reduce parking requirements be approved with the condition that this only aDply to the proposed
federally assisted housing for the elderly.
Deputy Clerk read Department Response from Engineering Depaz.b~Lent stating it does not appear
logical that there will only be 17 vehicles owned by 50 family units; also, noted the
existing stmeet parking and traffic in this area would be further hampered by on-street parking.
Deputy Clerk read response fr~m Police Traffic Division stating that in checking other apa~'.b~ent
for the elderly one parking space per unit is inadequate and recommending variance not be
granted; also noted that there is no roan for on street parking in the area.
Deputy Clerk read letter dated 18 March 1975 frcm Acting Fire Chief Max Meigs requesting denial
of the variance due to traffic problems.
Ken Lassiter, Asst. Planner, showed location of site and proposed development; also, noted
that proposal meets all zoning ordinance requirements with the exception of parking spaces.
PROPONENTS
9ictor Laire, representing PHK Associates, stated it is very unlikely that the proposed facility
would he used for any other purpose than housing for elderly; that it has been designed specificall{
for this purpose. Stated HUD requirements for parking are one space for every three units for
housing, elderly; that a small percentage own automobiles.
Bernice Grissin, representing Bremerton HouSing Authority, stated one space for each three units
would be adequate parking; also, presented information regarding other housing for the elderly
and parking requirements as follows: Ta,~aaraek, Bremerton, 8~ units, 27 spaces, 1~ automobiles
owned by tenants; Harlequin II, Bremerton, ~0 units, 20 spaces, ~ automobiles; also, gave
figures for three Taec~a apa~b,ents.
Edith Miles, Representing Council on Aging, spoke of great need for this housing, and c~,,,ented
that due to physical and financial incapabillties, the mjority of elderly people do not own
automobiles.
OPPONENTS
Lester H. Moyer, 21~ Shore Drive, spoke in opposition to the variance due to increased traffic
hazards and the fac~ there is no on street pa~king available; that he is not opposed to the
facility and feels it is needed, but adequate parking should be provided; also, conmented that the
width of each stall will only be eight feet. Stated property to the west known as the Madison
Property could be purchased in order to provide sufficient parking.
Hershel Moore, 100~ Scott Avenue, cc,~nented that a parking problem is already existing in the
area; that it is tolerable at the present tin~, but any additional cars-would be very detrimental
Discussion was held and Conlnissioner Stewart stated he felt the matter should be sent back to
CITY OOUNCIL MEETING MINUTES - APRIL 16, 1975 (Cont.)

which deserve consideration.
Motion by Commissioner STewart to refer the matter back to the Planning CO,-U~L[SSiOn.
