SUMMARY: Due to budget constraints, the Mayor and management and professional employees did
not receive a cost ofliving adjustment in 2004. At the time, City Council expressed its desire to
provide the adjustment at a later date if funds became available. Funds are now available to provide
the cost of living adjustment to the Mayor and management and professional employees.

FISCAL IMPACTS (Include Budgeted Amount): This action requires a budget adjustment of
$33,108 as this was not included in the 2006 budget as adopted. There are adequate funds available in
ending fund balances to cover this adjustment.
