SUMMARY: Approval and authorization of formal execution of the 2006 contracts between the City
and Kitsap Physicians Service (KPS) for employee group health insurance coverage. The new
contracts, which were negotiated on our behalf by our benefits consultants, Willis of Seattle, reflect a
7.06% rate increase above 2005 levels.
A TT ACHMENTS: KPS 2006 Premium Rates & Underwriting Criteria; Contracts: Plan A (LEOFF I
Active, LEOFF II Active) and Plan A (LEOFF I Retirees under 65); Plan B (Management &
Professional employees/dependents, Teamsters employees/dependents and Fire fighter dependents).
FISCAL IMP ACTS (Include Budgeted Amouilt): The 2006 Budget has adequate budgeted funds in
personnel benefits for this increase.

RECOMMENDED MOTION: I move to approve the 2006 KPS premium rates, underwriting
criteria and the contracts between the City and KPS, and to authorize the Mayor to execute said
contracts.
