Con~issioner Stewart stated that it was decided last week that the revenue from the other meters would be subtracted from the amount the City would put up and the merchants would put up $10,000.00. He stated he felt it was more important not to lose the City's bond rating; that he does not want to lose the City's reputation with the bonding houses. He stated the City's bond rating is A-1 at the present time and that saves a considerable amount of money on long-term bond issues. Discussion followed regarding the amount to be guaranteed by the merchants and it was the consensus of the Commissioners that $10,000.00 would be put in escrow by the merchants and the City would put up any additional funds needed to make up the difference. Mr. McCluskey stated that $10,000.00 is adequate at this time to cover that portion of revenue that will be lost by covering the meters and if there is a deficit, then the City may make up the difference. Mr. Penor replied that Chief Devery had given him a copy and his manpower and equipment meets all the criteria. Mr. Penor stated he feels that anyone who is licensed in the State and in the City should be allowed to do business in the City of Bremerton. He stated the Chief of Police told him at one time that he would put Mr. Penor on the towing list and the next day he told Mr. Penor no. Mayor Jarstad explained that the Chief's concern is the equipment and nlanpower; that the City has to have standards for adequate manpower and equipment. Mr. Penor stated he felt he could provide the service that is needed and he asked to meet with the Commissioners and Chief of Police to discuss this. Bob Mussman stated the Chief of Police told him that he would not put H&P Towing on the towing list because the Mayor directed him not to. Mr. Mussman stated he did not see why there would be an~v bookkeeping problems because CENCOM does all the dispatching. Mayor Jarstad stated that he has discussed this with Chief Devery and their concerns are the manpower and the equipment. Commissioner Stewart asked Mr. Penor how his equipment measures up to the list the Chief distributed and Mr. Penor stated his equipment meets all requirements. She read Planning Commission Resolution No. 544 recom- mending approval. ken Attebery, Planning Director, discussed the proposal using a site plan. He went through the Staff Review and stated the developer will be required to improve Rickey Rd. between East 29th and East 31st; that the Engineering Dept. has also recommended increasing the width of the right-of-way on Chelsea Lane from 40 ft. to 60 ft. Mayor Jarstad questioned where people would park and Mr. Attebery stated the right-of-way would have to be widened in order to have parking on the street. Jim Root, City Engineer, stated there is no way that parking can be provided with a 40-ft. right-of-way. He stated that 50 ft. of right-of-way is the absolute minimum that would allow parking. He stated further that Engineering has proposed that Mr. Jewell build a 9-ft. additional lane on Rickey Rd. to increase the pavement width to 22 ft., and he believes Mr. Jewell has agreed with this. lie stated this would be set up so Mr. Jewell is protected if an LID for improven~ents to Rickey Rd. is instituted at a later date. He stated the utilities will all be underground. He asked who will provide the engineering for the improvements to Rickey Rd. and Mr. Root stated the City will perform the engineering for the widening of Rickey Rd., but not the engineering for Chelsea Lane. Mr. Jewell requested that the road be left at 40-ft. James Skirving, 837 1st St., stated 60-ft. roads are necessary because tilere are so many children playing in the streets. Mr. Jewell replied that he is trying to increase the lot sizes so they will be Illore pleasant to look at. He asked why children cannot play in their own yards instead of using the street.
