CHAMBER OF COMMERCE REQUEST FOR REDUCTION OF B&O TAX Ai Snyder, President, Bremerton Area Chamber of Commerce, discussed the City's 1980 proposed budget and recommended a 25% reduction in the B&O tax. Carl Kramer stated there are many things that would warrant a reduction. He stated the retail sales and use tax will exceed the anticipated income as set forth on last year's budget and he feels this is a direct result of increased business in the area. He pre- sented a letter signed by Mr. Snyder, dated Dec. 11, 1979, regarding an analysis of the budget. This letter is on file in the City Clerk's office. Commissioner Stewart stated the businessmen have a point; that hedoes not like the distinction of having the highest B&O tax in the State. He pointed out that business has a tendency to go where the taxes are not quite so high; but the City's expenditures are just about even with the revenue. Mayor Jarstad stated the City Council will look at the reduction positively and will meet with the Chamber of Commerce and businessmen in about two months. TOWING Chief of Police Devery discussed the emergency towing in the City and stated the emergency towing system has to be revised somewhat. A lengthy discussion followed regarding criteria for equipment and manpower and Chief Devery stated he does not feel Mr. Penor has adequate equipment for emergency towing. Pat Tucker~ Chico Towing, stated he felt the standards submitted by Chief Devery are the very minimum that the City needs; that the idea of a Towing Commission is an excellent idea. Commissioner Stewart questioned whether the specifications presented are actually needed to do the job. He stated he does not think i~ is right to set unreasonable standards that keep out honest competition. Harry Penor stated he has not been contacted regarding towing requirements. He asked who has been helping the Chief write these regulations. He stated he is in the business the same as Leyde and Tucker and he asked if they want to put requirements in the standards to put Mr. Penor out of business. He stated that all he is asking for is a portion of the emergency towing business; that it iS up to the Council to make a decision. He asked that a one-month probationary period be tried on a rotation system to see if each company can handle the towing. Commissioner Stewart stated he did not see anything wrong with that. Mr. Leyde stated if his company did not have exclusive emergency towing, the City would not have good service.
