Con~nissioner Stewart:
1. He stated that the PUD had asked the City to handle their water billing and
that he had an agreement he would like to have approved contingent upon City
Attorney approval. He stated there will be a charge of $60.00 per hour for
computer time and it will not add any more personnel to the City.
Motion by Commissioner Stewart and Mayor Jarstad that the City approve the contract
with PUD to handle the billing. Under discussion: Mr. McCluskey asked who would
be handling preparation of the bills and would be responsible for supplying the
City with that information. Commissioner Stewart replied PUD would be responsible.
Amended motion by Mayor Jarstad and Commissioner Stewart to approve contract
subject to City Attorney approval, carried unanimously.
2o He stated he had received a complaint yesterday from Vern Dunlap regarding
the streets being closed at Olympic College; that the City Council had voted to
open the streets but they have never been opened. Mayor Jarstad explained that
Chief Devery and Sgt. Gingrey had talked to Dr. Milander at the college and they
have agreed to open the streets in the evenings and weekends during the summer.
Commissioner Swanson stated he feels some progess has been made regarding the
college finding an alternate route.
Motion by Mayor Jarstad and Commissioner Swanson to concur in recommendation of
Police Chief to have streets open in the evenings and weekends and that they be
closed during the college's hours of operation.
Amended Motion by Commissioner Swanson and Mayor Jarstad that if and when con-
struction or other emezgency occurs on Warren Ave. and use of Chester is necessary
that a[ that time Chester is opened as required. Under discussion: Mayor Jarstad
stated the City has never relinquished its rights to open the streets; that the

3. He requested that the City Attorney's office look at the Tracyton fire hydrant
issue and report back to Council next week.
4. He stated the City Treasurer wants to sell all the bus passes in his office
and he sees no reason for paying Owen Loftus to sell them. Mayor Jarstad stated
his only concern is that Mr. Loftus has been involved with the bus passes for
sometime and he feels Mr. Davies should ask Mr. Loftus to come in and discuss it
with him before a decision is made. Commissioner Stewart stated he has no objection
to that.
Commissioner Swanson:
He read memo from Water Superintendent, dated June 15, 1979, which requested that

Clerk read letter addressed to Charles Alfred and Neighbors from Ken Attebery,
dated June 14, 1979, suggesting four conditions for the Leggett Variance. She
then read memo from Planning Director, dated June 19, 1979, which stated that
Mr. Alfred had some concerns about two of theconditions; that Mr. Leggett was
onvaoation at the present time; and Mr. Attebery would be on vacation ~or the
next two weeks. The memo requested that the hearing be continued until July 17,
1979.
Motion by Commissioner Stewart and Mayor Jarstad to continue hearing until July
17, 1979 at 10:30 A.M., carried unanimously.
TAPE #160 HEARING - Bremerton Auto Center Rezone
(A) 2075 Cierk read letter signed by Helen & Herschel Reynolds and ten neighbors, no d~te,
requesting a 50 ft. green belt and a fence between the proposed apartments and
their residences. She then read letter from Mrs. Wilson C. Maves, Jr., dated
June 18, 1979, opposing the rezone request. These letters are on file in the
Planning Dept. Ms. MandiG read recommendation of Planning ConMission approving
the rezone.
Ken Attebery, Planning Director, discussed the proposal and explained the site
using a site plan and colored sketch. He stated the proposal is to construct 92
multifamily units with 1.4 parking stalls per unit. He stated surrounding land
use is low density residential and commercial, with much of the hillside undeveloped.
He stated further that access is planned on Herlow Dr., but the Fire Dept. is
desirous of a second way in and out of the site; that the applicant has prQposed
a secondary access which will link the site with Werner'Rd.
Jim Root, City Engineer, stated it was marginal, but there was room for ingress
and egress off Harlow Dr.; that from the time a vehicle comes into sight until
it gets to the point of ingress and egress is six seconds and a vehicle should
be able to get across the street in six seconds. He discussed the sight distances
and stated visibility could be increased by trimming on Herlow Dr. He stated it
would be better if access could be on Kean; that this would make a better and
safer entrance and exit.
Jack Horton, Deputy Fire Marshall, stated six seconds to get into the proposed
area is marginal for the Fire Dept.; that fire trucks do not move that fast. He
stated he sees the possibility of accidents where visibility is that marginal.
He stated that access onto Keen instead of Harlow would be to the Fire Department's
advantage. He stated they would also prefer to have the road go through to
Werner Rd.
Hearing recessed for bid opening.
BID OPENING - Furnace Oils & Motor Diesel Fuels
Motion by Mayor Jarstad and Commissioner Swanson to open bids at this time,
carried unanimously.
Wilkins Distributing Co., Inc., $50.00 cashier's check enclosed, Furnace Oil -

BREMERTON AUTO CENTER REZONE HEARING (continued)
PROPONENTS:
Dean Blount, representing Bremerton Auto Center, discussed the proposal using an
aerial!.photograph. He showed slides of the area and stated there will be a
buffer of natural vegetation. He stated they do not want to create an undue
burden on the neighbors; that the structures will be sitting down in a draw and

they will not be-visible from the residences. He stated they plan to retain
60% of the site in natural vegetation; that this will buffer the adjoining
properties from the development as well as buffering the area from the commercial
zone. He stated his clients have no problem xegarding the conditions set forth
by Planning Commission; that they feel this is a good use of the land. He stated
they are willing to reduce any potential traffic hazard by designing an inter-
section at right angles to that corner and toenhance the sight distance of the
hill; that some of the trees that appear to be in the right-of-way on Harlow
could be either pruned or cut; also could have access on Werner Rd. He stated
that whatever access point is decided upon, it will be designed and built to
.the satisfaction of the City Engineer.
Cgmmissioner Stewart asked if he planne~ to have a cul~de-sac or if he would
have access on both sides and Mr. Blount replied there would be access on both
sides. Commissioner Swanson asked if he had looked any further at the suggestion
that he have the northern access onto Kean rather than Rarlow and Mr. Blount
stated Mr. Bennett is reluctant to give up his right-of-way through his car
dealerBhip; that property is owned soley by Mr. Bennett, not the Auto Center.
He stated this access would also mix residential traffic with commercial traffic;
that they prefer to stick with the access on Harlow since it does meet City
standards.
OPPONENTS:
Jim Strait, Kitsap Lake Neighborhood Association, stated one of their major
concerns is that visibility is minimal on Harlow Dr. He stated Harlow is not
wide enough for too much more additional traffic; that it is extremely dangerous
now and he is afraid there will be some serious accidents andinjuries. He
stated the neighbors want at least a 25-ft. green belt and a fence to protect
their property and privacy.
Marilyn Moen, 108 Sunnyhill, stated access on Harlow will be highly dangerous
for children; chat she would like to see a 50-ft. green belt. She stated a
fence would also help.
Helen Reynolds, 102 Sunnyhill, discussed the traffic on Harlow and stated most
of the cars go 40 or 50 mph. She stated there should be two roads going in
and out of the complex. She stated further they would like to have a fence
erected and then the green belt to protect their property. Mayor Jarstad
explained that the Council could not request that a fence be built before the
green belt; that would be like the Auto Center giving the residents part of
their property. Commissioner Stewart stated the Council cannot legally ask
the owners to fence it on their property and let the residents have the green
belt.
Mr. Blount stated that traffic coming out of the site will not be goimg up Harlow
Dr.; it will be headed down the hilt. He stated he does not see that a develop-
ment on this site will have much of an impact on Sunnyhill. Commissioner Stewart
asked if he had any objection to erecting a fence and Mr. Blount stated a fence
would reduce the screening and it would be expensive, but if the Council wanted
a fence, his clients would put one up.
Commissioner Swanson stated he is more concerned with the driveway location on
Harlow; that he feels people will use Harlow to get to Kitsap Lake. He asked
what could be done to make that intersection easier and safer since it is a
minimal situation. Mr. Blount replied that the intersection can be designed
as carefully as possible and they can clear it to improve the sight distance.
Mr. Blount then suggested that a pedestrian easement northern portion of Mr.
Bennett's property might be the answer.
Motion by Mayor Jarstad and Commissioner Swanson to approve rezone from R-1 to
R-2 subject t6 first seven conditions set forth by Planning Commission and the
following: (8) Prior to the issuance of the building permits for any of the units
on the site, access shall be guaranteed in fact or in writing from the site to
i~raer Rd. The access shall be dedicated and developed to applicable City or
County standards and shall be approved by respective City and County engineers.

(9) There shall be a buffer area along the west property line to screen the
properties to the west from the development on the site. Natural vegetation
shall be retained within this buffer. The west property line shall have a
25-ft. wide green belt over at least 85% of its length with the green belt
on the remainder no less than 15 ft~ A plan for this buffer area shall be
approved by the Planning Dept. prior to the issuance of building and grading
permits. (10) Pedestrain easement shall be established between the site and

and approved by the Planning Dept. Motion carried unanimously.
OPEN CIVIL SERVICE REGISTERS
Commissioner Stewart stated he would like to have an open meeting set up
between the City Council and Civil Service Commission to discuss open registers.
City Clerk stated she would arrange it.
CONSTRUCTION OF WATER MAIN ON OLYMPUS & EAST 3Ist
Clerk read memo from Water Superintendent, dated June 15, 1979, which stated
that installation of a new water main to the new Fire Station and Warehouse on
Olympus is necessary; that the Water Dept. proposes to install the water main
with its own forces and split the cost 50-50 with the Fire Dept. The memo
stated the estimated cost is $13,919.61.
Motion by Commissioners Swanson and Stewart to approve Work Force Account and
authorize City Clerk to advertise the project, carried unanimously.
BLOCK GRANT
Mr. Attebery presented the agenda for the Block Grant Hearing to be held this
evening and explained the purpose of the meeting to be helH tonight. He stated
there will be one more night meeting between now and July 15, 1979.
Meeting recessed from 12:30 P.M. until 7:00 P.M.
Recessed City Commissioners' Meeting was called to order at 7:00 P.M. by Mayor
Jarstad. Also in attendance were the following: Commissioner Stewart, Commis-
sioner Swanson, City Clerk Mandio, Mr. Attebery, Mr. Foley, Ms. Wilson, Ms.
Donley, Mr. Duffy, Dwight Edwards, Janet Cattell, Virginia Lewis, Mr. & Mrs.
Coombs, Mr. & Mrs. Branberg, Mr. & Mrs. Hosen and Christopher Dunagen from the
Bremerton Sun.
rAPE #160 BLOCK GRANT HEARING
(B) 19OO Kay Wilson, Asst. Planner, explained the Block Grant and stated that each year
an application must be filed for the next year's funds.
Colleen Donley discussed the performance of the Block Grant Program to date.
She stated the most common comment from the neighborhoods is that the projects
are taking longer to get underway than they had anticipated and they would like
to have this speeded up. She stated the Planning Dept. feels the same way, but
it is not uncommon to move slowly the first year. Sh~ presented the progress on
the Smith Neighborhood and Charleston/National Block Grant Projects. These are
on file in the Planning Dept.
A lengthy discussion was held regarding the play area at Smith School and it was
the consensus of the neighbors that they did not want organized sports. They
felt the area should be safe~ open and available at all times and entirely self-
activated, completely free from organized activities and the need for parental
or City supervision. Ray Foley, Parks Superintendent, stated;after many.~discus-
sions with the Smith Neighborhood, he concurs that this is not the place for a
large playfield. He suggested that the City utilize professional park planners
to get the most and best use of the area. He stated that his department concurs
with the neighborhood plans.
Motion by Commissioners Stewart and Swanson to approve advertising for Park
Planner for development of the park at Smith School,~carried unanimously.

Discussion was h~ld regarding Evergreen Pool and Ms. Donley stated that the
Smith Neighborhood recommended that it be rehabilitated. Mr. Foley discussed
his memo to Mr. Attebery, dated June 15, 1979, whidh stated that the Parks
Dept. does not feel that it is in the best interest of the City to expend any
monies for the pool rehabilitation. This letter is on file in the Planming
Dept. He stated Evergreen Pool has always shown a deficit and they are trying
to break even on the new pool. He suggested that the $35,000.00 which was ear-
marked for pool improvements be used for one of the following: (1) Complete
demolition of the pool, with the area being deyeloped into a children's park,
creative play yard or tennis facility; (2) Extensive street tree planting for
the Smith Neighborhood; (3) New restroom building and other park improvements
to Evergreen Park; and (4) Enlarge, imp.rove or staff the Smith School gymnasium
for neighborhood and community use on a year-rOund basis. The neighbors felt
rehabilitation of Evergreen Pool was a priority and they felt it best to take
this back to their Neighborhood Association for discussion before making a
decision. It was suggested that some of the money be used to arrange for
transportation for the young people to utilize the new pool.
Ms. Donley reviewed the costs for the second year of the Block Grant. She
stated the Planning Dept. recommended that the second year projects be approved
at this point but that allocation of the funds be refined.
Motion by Commissioner Stewart and Mayor Jarstad to accept budget as presented~
carried unanimously.
Mr. Attebery presented proposed amendment to 1978-1979 Housing Assistance Plan
showing types and sources of housing assistance. This is on file in the Planning
Dept.
Motion by Commissioner Stewart and Mayor Jarstad to approve Amendment to 1978-
1979 Housing Assistance Plan, carried unanimously.
Mr. Attebery then presented Proposed 1979-1980 Housing Assistance Plan which
showed a greater number for rehabilitation of rental units than rehabilitation
assistance for homeowners. Ms. Wilson explained that Smith Neighborhood felt
there should be more assistance to homeowners, rather than absentee landlords,
but HUD says you have to deal with a need and it appears the City does not have
that kind of leeway. She explained there is a need for rehabilitation of rental
units. The neighbors indicated they would like some way to make sure these
absentee landlords are forced to maintain their property once it is rehabilftated.
Commissioner Stewart explained how difficult it is to enforce a minimum maintenance
ordinance.
BID AWARD - Warehouse
Clerk read memo from Water Superintendent, dated June 19, 1979, recommending that
bid for warehouse be awarded to Kaufman Brothers Construction~ Inc. in the amount
of $68,741.71 as low bidder.
Motion by Commissioner Swanson and Mayor Jarstad to award bid to Kaufman Brothers
Construction, Inc. as stated above, carried unanimously.
Meeting adjourned at 9:30 P.M.
Kat~le~n L. Mandio, City Clerk
Approved:

Fire Dept.: The length of the cul-de-sac is extreme, therefore, the proposed
road to Werner Road shoul~ be built. See Uniform Fi re C~4, Ord. #3428, Sec.
13.208(a). The only fir~ .ydrant is at Ist and Kean and ,uld not be adequate
for fire protection. Use of this hydrant would block both 1st & Kean St.
with hose lines. 3 fire hydrants would be required to be installed on a 6"
main. The main shall not be a dead end main.
Compliance Officer: No objections.
8. The sloping site which ls wooded offers an excellent opportunity to provide
a development which is well screened from adjacent uses. Land use to the
east and north is mainly heavy commercial use located below the site end will
be partially screened by on site vegetation. The residences along Werner
Road (south) and Sunnyhill Road (west) are offered good screening by on-site
vegetation which is proposed to remain and by the differences in elevations;
the site is below the residences which front on Sunnyhill Road.
