Fred Stokes, 2330 7th St., read a statement protesting the dues structure pro-
posed for the year 197q by the management at the Gold Mountain Municipal Golf
Course. This statement is on file in the City Clerk's office.
Mayor Jarstad asked how the people present felt about charging City residents
less than people who lived outside the City limits and they all said they felt
everyone should be charged the same. D~scussion followed between Mayor Jarstad
and Mr. Stokes regarding the annual dues and Mr. Stokes stated he felt the
members were being exploited and the yearly dues structure was completely out
of line. Mayor Jarstad explained that during the first ten years of the lease,
Mr. Tyson is obligated to pay the City $198,000.00 and the second ten years, he
is obligated to pay $198,O00.O0 or 20% of the green fees, whichever is greater.
Mr. Stokes asked if there was anything in the ]ease that will keep the green
fees from being raised so high and Mayor Jarstad stated the lease states the
green fees must be comparable to other golf courses in the surrounding area;
that the City Council will fulfill their part of the contract and make sure
green fees are comparable.
Norman Erstad stated he is concerned about the yearly fees; that use of the
golf course has increased considerably aud he is sure the manager is making
money. Mayor Jarstad explained that the City's major concern is that the golf
course is maintained and this is one of the finest courses in the area.
Sam Olman stated he has been a resident of Bremerton for many years. He stated
that small golf courses in the surrounding area have not raised their green fees
like this and they have many more operating costs to pay that Green Mountain
does not have; such as, property taxes, water, sewer, etc. Mayor Jarstad stated
that Municipal Golf Courses have to pay property taxes now.
Laura Engbrecht, 3056 Viewcrest Ur., stated this is a municipal course and the
rates should be comparable to other municipal courses. She stated she did not
mind paying $5.00 for green fees for week days or $6.00 for weekends, but the
family rates should be lowered.
Ralph Hanson asked if the family rates could be eliminated. He stated he would
like assurance that they won't lose the family membership. Mayor Jarstad stated
there is nothing in the lease regarding family memberships and this is a concern
the City Council has because he knows most people want the family membership.
An unidentified man stated Mr. Tyson gives players from Boeing, Seattle and
Tacoma preference over members of Green Mountain. Mayor Jarstad asked if they
should be charged more and he answered no, The gentleman did state that Mr.
Tyson has maintained the golf course well. He stated it is one of the best
golf courses in the State.
Mayor Jarstad stated that a meeting will be held with Mr. Tyson to discuss the
rate and he invited someone from the group that is present to participate in the
discussion.

Brook Snyder, 416 S. Lafayette, asked if a contractor will be required to have
a performance bond under this Plan and Ms. Mandio stated they would bave to have
a bond for any Federally-funded project. Mr. Snyder stated Mr. Edwards led them
to believe that he had some people in mind to do the contracting and they were
hoping local contractors would be given priority for these projects.
Commissioner Swanson asked who Mr. Edwards was and Mr. Attebery stated he is the
Housing Rehabilitation Program Director. Mr. Attebery stated that whether or
not a performance bond will be required of a small contract has not been dis-
cussed and one of Mr. Edwards' concerns about performance bonds is that it
might discourage small contractors who operate from job to job. Commissioner
Swanson stated he is quite sure that performance bonds will be required.
Mayor Jarstad asked what complaints Mr. Attebery was referring to on page 6,
paragraph 4. He stated he does not want the Planning Dept. to deal with com-
plaints in every department. Mr. Attebery stated their intent is only complaints
regarding the Block Grant Program itself and they will make that clearer..

year and Mr. Attebery stated the structure of the Committee would have to be
