Also present were Commissioner Stewart, Stewart, Commissioner Swanson, Deputy City Clerk Ross, Asst. City Attorney Haberly and representatives of the press and radio. Mayor Jarstad explained that the' meeting was being held tonight regarding the proposed banning of bicycles in the automobile lanes on the Manette Bridge and he was very pleased that so many interested citizens were in attendance. Deputy Clerk read letter from Roger Gray, 1413 Marlow, dated Feb. 7, 1979, objecting to the plan to prohibit bicycle riding on the Manette Bridge; a letter from Bob Duffy, P.O. Box 323, dated March 1, 1979, urging the Commissioners not · to restrict or prohibit bicycle usage on the Manette Bridge; and a letter from Richard Crowell, 5934 Nora St. NW, stating that he believes bicyc]ists should be probibited from riding on the Manette Bridge. He suggested that bicycllsts be allowed to ride on the south walk-way on the Warren Avenue Bridge, but they must yield to pedestrian traffic. Several interested citizens questioned Mr. Root's report and there was a lengthy question-and-answer session in which Mr. Root reiterated the points made in his report. Sgt. Gingrey, Traffic Division, stated he is not speaking either for or against bicycle traffic on the Manette Bridge. He stated the Traffic Divsion's concern is that the traffic volume is on the increase every day; that there is no record of any serious accidents involving bicylists. A lengthy discussion followed regarding the energy crisis. Many citizens who were present felt that buses and trucks should be prohibited from the Manette Bridge, rather than bicycles. Mayor Jarstad stated that there has not been a big outcry from the public to close the Manette Bridge to bicycle traffic; that most of the bicyclists do not impede traffic. He stated he appreciated the work done by Mr. Root regarding his report. Commissioner Swanson stated that Mr. Root's report was about the average bicycle rider, not the outstanding bicycle riders who were present. He stated that bicyclists are not licensed, but motorists and motorcyclists are licensed. Commissioner Stewart stated that the new bicycles are much better than the old ones; that the Council should take a hard look at this before bicycles are prohibited. Mayor Jarstad suggested putting up a sign at the east end of the Manette Bridge: "If delaying traffic, please walk your bicycle across the bridge." Motion by Mayor Jarstad and Commissioner Stewart that bicyclists not be prohibited from riding on the Manette Bridge and look to the possible signing of the bridge for west-bound traffic encouraging slow bicyclists to walk their bicycles across the bridge, carried unanimously.
