DAY CARE CENTERS and FOSTER FAMILY HOMES that have been licensed by the Departmen~
of Social and Health Services, providing for licensing, fire and life safety and
prescribing penalties".
Mayor Jarstad discussed the ordinance and grated the reason the Fire Chief wanted
this ordinance is so the Fire Dept. will have knowledge of the location of the
Day Care Centers and Foster Family Homes. He stated further tha~t it would be
difficult to set up a fee schedule for this group and Commissioner Stewart stated
that a fee schedule that covers the City's costs is necessary; that someone has to
pay for it.

Mary Polhamus, caseworker for the Dept. of Social and Health Services, read a
letter signed by Mary Ryse, dated March 12, 1979, which stated that the Fire
Dept. does have a list of the Day Care homes licensed by DSHS; that the require-
ments of this ordinance are exactly those in existing licensing regulations set
down by DSHS. The letter suggested that the City work with DSHS on an agreement
relating to the Fire Dept.'s role in licensing and monitoring both Day Care and
Foster Care homes.
A lengthy discussion followed and Mayor Jarstad asked Bill Meigs, Acting Fire
Chief, if DSHS had sent a list before the fatal fire. Mr. Meigs stated they had
not received a current llst before the fire; that they had requested lists from
the local administrator and had a difficult time receiving an updated list. He
stated since the fatal fire, they have received two lists. Commissioner Stewart
stated he did not want to duplicate the State service by having an ordinance
requiring the same things the State requires. Mr. Meigs stated he appreciates
the input received today; that he is thankful the community has people like this
to provide a much-needed service. He stated the Fire Dept. is trying to offer
them a qualified person in their home to explain the safety hazards that do exist
and to hetp eliminate these hazards. Mr. Horton, Fire Inspector, explained the
findings of the investigation of the fires last summer. Commissioner Stewart
asked if more manpower would be required to make these inspections and Mr. Horton
replied that he did not feel it would be necessary to hire any more people to do
the job. Commissioner Swanson asked several questions of Ms. Polhamus regarding
the inspections done by DSHS. Sharon Boyd stated she would have to raise her
fees if she is forced to pay for a license and inspections. Mary Hensley asked
if unlicensed Day Care Homes would be allowed to operate and Mayor Jarstad replied
that the ordinance will be enforced. Mayor Jarstad asked that the individuals

TAPE #153 HEARING - Conifer Variance Appeal
(B) 645 Motion by Mayor Jarstad and Commissioner Stewart to hold hearing at this time,
carried Unanimously.
Clerk stated the hearing had been advertised, posted and letters of notification
mailed to residents as required by law. She read Planning Commission Resolution
No. 517 denying the variance to erect a permanent sign. She then read letter
from Marry Lyon, dated Feb. 21, 1979, appealing the decision of the Planning
Commission.
Ken Attebery, Planning Director, stated the buildings sit back off Pine Rd. and
a roadway is proposed for ingress and egress from the development. He stated
a landscaped divider is proposed for the roadway and the sign would be located
on the landscaped island. He discussed the surrounding land use and stated the
zoning ordinance does provide for signs similar to this, but it restricts them
to being placed flat against the building. He stated the building sets too far
back from Pine Rd. Commissioner Swanson asked if there were any size sign that
could be placed in the same location and Mr. Attebery stated it would have to
be a mailbox kind of situation with large lettering on it. Mr. Attebery stated
this is a unique situation and they might be able to negotiate in terms of size
and location.
PROPONENT:
Marty Lyon, Conifer Developments, presented a sketch showing the proposed sign
and stated the sign cannot be placed on the building. He stated this sign will
.prevent individuals looking for apartments from driving into the development
because the sign will indicate that they are condominiums, not apartments.
OPPONENTS:
Jim Hobart, 3202 Pine Rd., stated he has an easement right over the property and
it will be very difficult for him to get his boat and travel trailer in and out
of his driveway if the sign is located in the middle of the access driveway as
proposed. He stated he sees no reason to have a permanent sign there; that a
temporary sign could be erected and after the units are sold, it should be taken
down. He also discussed the noise from construction and asked the Commissioners
to consider a noise abatement ordinance. Commissioner Stewart asked him if the
sign would obstruct his ability to get in and out and Mr. Hobart replied that the
island will.
Owen Tripp, 3030 Pine Rd., stated he is opposed to the sign; that this is not a
commercial area. He also requested that the Commissioners consider a noise
abatement ordinance.
A1 Fox, 2821 Pine Rd., stated a temporary sign is fine, but he objects to a
permanent sign. He stated their mail boxes should be sufficient.
'Motion by Mayor Jarstad and Commissioner Swanson to follow recommendation of the
Planning Commission and deny variance, carried unanimously.
