HEARINGS - City of Bremerton Rezone (Wheaton & Marlow) and Brown Rezone
Motion by Mayor Jarstad and Commissioner Stewart to hold hearings in order
listed above, carried unanimously.
TAPE #144 CITY OF BREMERTON REZONE (WHEATON & MARLOW)
(B) 2133 Clerk stated the hearing had been advertised, posted and letters of notifica-
tion mailed to residents as required by law. She read Planning Commission'
Resolution No. 501 recommending denial. She stated 17 advisory ballots were
sent, 7 returned with 3 agreeing and 4 disagreeing.
Ken Attebery, Planning Director, discussed the proposedrezone using a colored
sketch. He stated the property is a triangular parcel north of and abutting
1411 Wheaton Way, lying between Wheaton Way and Marlow Ave. and is used for
off-street parking by customers of the abuttiBg business. He stated the main
difficulties ar~ simply the smallness of the site; that it would be difficult
to develop it and meet zoning and building regulations. He stated that is why
the Planning Commission recommended that this parcel be used as it has been.
Commissioner Stewart stated that if parking is not allowed for this business,
the building will sit there vacant and it will become a slum area. Mr. Attebery
stated this is a difficult piece of property and the recommendation made by
the Planning Commission is not perfect.

Florence Barker, 1516 Wheaton Way, stated their main concern is the traffic.
She stated the corner at East 16th and Marlow is an accident-prone corner and
the condomiums that are being built below this piece of property will create
and add to an already accident-prone area.
David Hudson, one of the owners of Hudson's Interiors, gave the background of
this parcel and stated this piece has always been used for parking for the
business abutting it. He stated it is vital tO any business in the building.
He stated they had tried to buy this property and before the transaction was
complete, Mr. Vockrodt came forward and said he wanted to buy it for a mini-
park. He stated theydo not plan to do anything with the property that would
be a detriment to the community. He requested that they be allowed: (t) To
buy the property as originally proposed; (2) That the City give them a letter
of intent telling them they can continue to use the property for parking; or
(3~ as a last resort to lease the property oH a long-term lease.
Rachel Madden stated she is working on the Parks, Recreation and Open Space
Task Force and she £eels there is absolutely no loss to the open space program
if this property continues to be used as parking for Hudson's Interiors. She
stated this is far preferable to an empty building and she supports a just
arrangemen~ for continuing use of that land as parking.
Glenn Vockrodt, 1409 Marlow, stated the business people who bought this were
aware that the triangle was not part of the sale and now they are asking that
the City guarantee them a profit on the salt of the building. He stated he
does not think this is proper. He stated he tried to buy the triangle so it
could be developed as a pocket park. He discussed the traffic in the area
and numerous accidents that occur. He stated he feels this would be spot
zoning and the Planning Commission unanimously rejected the rezone. He stated
that different owners of the property have used the City land for parking and
he.th~nks it is time the public got a chance to use it.
Mayor Jarstad stated that a representative of the Parks, Recreation and Open
Space Task Force say this could not be used as a park. Mrs. Madden stated
that even if this were made a miniature park, t~ere would still be the problem
of a~ empty building.
Glenn Vockrodt stated he sees elderly people walking from Charter House daily
and sitting on the concrete blocks to rest before returning to their homes.
He stated he thinks a little park there with a bench and flowers and shrubs
would be a wonderful thing for the community.
Mayor Jarstad stated the opinion of the Planning Commission is that it would
be meaningless to rezone this small parcel for two parking spaces and it would
be better to leave it as it is and leave it in its present use. Commissioner
Stewart stated he thinks it should be rezoned to B-2 and restrict it for parking
only.
Mrs. Barker asked if this would be lost for street use completely once it is
rezoned and Commissioner Swanson stated the people in that 'area will be asked
to make their turning movement onto 13th St. because the intersection of Wheaton
Way and Marlow is very dangerous.
Motion by Commissioners Stewart and Swanson to rezone to B-2 and that it be
used for parking only. Under discussion: Commissioner Swanson stated it would
be virtually impossible to put a parking lot on that piece of property. Discus-
sion followed regarding rezoning it to B-2 with no restrictions and Commissioner
Swanson stated he would be more in favor of that. CommissiOner Swanson stated
he would like to have one week's delay on a decision to find out some back-
ground on the property. Mayor Jarstad asked if it is a legal use to park as
it is zoned now and Mr. Attebery explained the parking requirements. He stated
that parking for non-commercial vehicles can be allowed by special use permit
providing it has 50 ft. abutting a business zone and this does not have that
characteristic. He stated further that if it were rezoned to B-2, it wo~ld
become a legal use. He stated that it is his feeling that it shonld be zoned

with the remainder of the block and if it does become private property, it
is up to the owner to comply with the City's codes. 'Commissioners Stewart
and Swanson withdrew their motion.
Motion by Commissioners Stewart and Swanson to approve rezone to B-2. Under
discussion: Mayor Jarstad stated he feels the zoning on this piece of property
should be the same as the adjoining business. Motion carried unanimously.
TAPE #145 JAMES BROWN REZONE
(A) 643 Clerk stated the hearing had been advertised, posted and letters of notifica-
tion mailed as required by law. She read Planning Commissi'on Resolution No.
500 recommending approval. She stated 24 advisory ballots were sent, 6 returned,
with 3 agreeing and 3 disagreeing.
Ken Attebery, Planning Director, stated this is a request for rezone from R-1
to R-2 and is located on the NE corner of Veneta & 12th. He stated the site
plan indicates six apartment units on t~e site with 10 parking stalls~
Commissioner Stewart asked what the density was on a per acre basis and Mr.
Attebery replied approximately 26 units per acre, which is not untypical of
this kind of multi-family development. Commissioner Swanson stated that the
Engineering Dept. had some reservations about this rezone and he wondered if
anyone looked realistically at the street width.
Motion by Mayor Jarstad and Commissioner Stewart to concur with the recommenda-
tion of the Planning Commission and approve rezone from R-1 to R-2, subject to
